According to NC Secretary of State, the letter of authorization for signature authority must come from Thomas Taft Sr as
he is the only managing member listed. If the authorization letter comes from a different manager or member, they
must also provide documentation stating their position as well
The entire package does not have to be resubmitted, only the supporting documentation of signature authority It can
be mailed to our Wilmington regional office, or you may send it as an attachment though email Either way works just
fine

The Wilmington Regional Office received and accepted a State Stormwater Management Permit Renewal
Application for the subject project on September 14, 2021 A preliminary in-depth review of that information has
determined that the application is not complete and that additional information is needed To continue the review,
please provide the following additional information in a single, hard copy submittal package
15A NCAC 02H 1040(1)(a) and .1042(2)(b)(u) . The application was signed by Grant Sherrod, however
the provided documentation from the NC Secretary of State does not identify Mr Sherrod as a member or
manager of Compass Landing Apartment Homes, LLC In the case of a limited liability corporation
(LLC), the application must be signed by a manager or company official as defined in GS 57D Please
either
a Provide official documentation showing that Mr. Sherrod is a Member or Manager and authorized
to sign for the LLC,
b Have one of the identified members of the LLC sign the application documents, or
c The signature by other agents shall be accepted on the application only if accompanied by a letter
of authorization signed by the appropriate authority. Provide a letter of authorization from one of

All that certain tract or parcel of land lying and being situate in Newport Township, Carteret
County, North Carolina and being more particularly described as follows -
Being all of Phase 2 of 7.69 acres as same is shown delineated on a map entitled "Minor
Subdivision — Compass Landing, Phase 1 & Phase 2", said map being recorded in Map Book 32,
Page 310 in the office of the Register of Deeds of Carteret County, reference to said map being
hereby made for a more perfect description of Phase 2. The aforesaid map is hereinafter referred
to as "Subdivision Map".

maintenance of utilities and further subdivision over the Access Easement twenty (20)
feet in width to and from the aforesaid property to and from Old Fashion Way (Entrance
Road) as same is shown and delineated on the Original Map and as same is depicted by

easements described in Map Book 30, Page 798, Map Book 31, Page 969-971, Book 821,
Page 338, Book 815, Page 433, Book 861, Page 40 and Book 1011, Page 78 in the office
of the Register of Deeds of Carteret County, including the 20' utility easement shown and
delineated on the Original Map as "20' Utility Easement" and by metes and bounds

13. This conveyance is made together with and subject to the easements and rights set forth
in Declaration of Easements and Restrictions between Compass Landing Apartment
Homes, LLC and Compass Landing Apts. Phase 11, LLC recorded on or about even date
herewith in the office of the Register of Deeds of Carteret County which conveys certain
non-exclusive, perpetual easements to the owner of Phase 1 of 14.41 acres as shown on
the Subdivision Map. Those easements include, but are not limited to, Cross Access
Easement #1 and Cross Access Easement #2 which are perpetual, non-exclusive
easements for the purposes of vehicular and pedestrian ingress, egress, regress and
access, the "Stormwater Easement" and the "Variable Width Utility Easement" all as
depicted by metes and bounds description on the Subdivision Map referenced above.
14. This conveyance is made subject to easements of record or on the ground, restrictive
covenants of record, and ad valorem taxes for the current year, which taxes the party of
the second part, by accepting this deed, agrees to pay.

State Stormwater Management Permit #SW8 101117 for the subject project expired on January 13, 2021. This is
a reminder that permit renewal applications are due 180 days prior to their expiration per 15A NCAC 2H.1045(3).
North Carolina General Statutes and the Coastal Stormwater rules require that this property be covered under a
stormwater permit. Failure to maintain a permit subjects the owner to assessment of civil penalties. More
information about the Post -Construction state stormwater program can be found on the following website:
deq nc gov/SW.
Please submit a complete permit renewal form along with a $505.00 fee and other submittal requirements within
30 days. The permit renewal form can be found under the Post -Construction section of this website or at:
https://deq.nc gov/about/divisions/energy-mineral-and-land-resources/stormµater/stormwater-pro¢ram/post-
construction-2. Also, it was noted in the file review that a designer's certification that the project was
constructed in accordance with the approved plans as required by the permit has not been submitted. Please

Permits are not automatically transferred when the property ownership changes. If this property has had an
ownership change, a permit transfer application form along with the submittal requirements will also need to be
