Minutes for Pender Progress Corp.
The first Item of business was the election of new President. Hugh Highsmith was unanimously
elected. No Vice Chairperson is needed.
Scott Satterfield and Rick Benton gave a presentation of proposed shell building Fender
Progress will take down the land in question, construct the building and obtain financing Four
County will have a loan of $300-400k interest free.
The concept for the building: 50k sq ft building, 26-28' ceiling, 1-2 expandable walls for a cost of
azximately $2.1 M.
NC Commerce will make a loan of $1 M with interest only for 2 yrs @ 2%.
A motion was made by Mr. Keel and seconded by Mr. Blanchard to move forward with the
concept to the next step The motion passed unanimously.
The next step In the process is that it goes to the Town of Burgaw Board.
The next item of business was asphalt contamination with Mark Walton If the ground
contamination is strictly asphalt, he may be able to get NCDR to say it Is not jurisdiction if non -
petroleum. Costs: O/W 4' deep x $221ton x $861hour for the truck. He Is hoping to be able to
show the "contamination" is from asphalt and not from diesel fuel
Mr. Blanchard made a motion to accept Mr Walton's proposal and Mr. Farrior seconded the
motion. The motion passed.

Dear Mr. Riberstein:
State Stormwater Management Permit #SW8 100306 for the subject project expires on December 31, 2021. This
is a reminder that permit renewal applications are due 180 days prior to their expiration per 15A NCAC
21-1:1045(3). North Carolina General Statutes and the Coastal Stormwater rules require that this property be
covered under a stormwater permit. Failure to maintain a permit subjects the owner to assessment of civil -
penalties. More information about the Post -Construction state stormwater program can be found on the following
website: deq.nc.9ov/S W
Please submit a complete permit renewal form along with a $505.00 fee and other submittal requirements within
30 days. The permit renewal form can be found under the Post -Construction section of this website or at:
https //deq.nc.2ov/about/divisions/enerev-mineral-and-land-resources/stormwater/stormwater-Droeram/Dost-
construction-2. Also, it was noted in the file review that'a designer's certification that the project was constructed
in accordance with the approved plans as required by the permit has not been submitted. Please include this with
your application.
Permits are not automatically transferred when the property ownership changes. If this property has had an
oivnershtp change, a permit transfer application form along with the submittal requirements will also need to be
submitted. This form can also be found on the website provided above.
