that the deed restrictions are recorded
By the notarized signature(s) below, the permit holder(s) certify that the recorded property restrictions and
protective covenants for this project, if required, shall include all the items required in the permit and listed
on the forms available on the website, that the covenants will be binding on all parties and persons claiming

Storm Water Narrative
May 2017
PROJECT NAME Pelican Point (SW8 070817)
PROJECT DESCRIPTION This submittal is for a major modification to change the approved infiltration trench BMP to a
CONTECH Stormfilter Currently the permitted design has the infiltration trench located underneath the proposed
building The owners would like to change the design so the stormwater system is not located underneath the building
The project will have direct access onto DOT maintained North Lake Park Blvd The project is not located within X mile
of SA waters and water and sewer will be available through the Town of Carolina Beach
Stormwater from the site will dram to Carolina Beach Yacht Basin, SB located in the White Oak River Basin (Index # 18-
87-31 2) The project is high density and will be treated with a high density BMP The site will utilize a collection system
that discharges into an underground chamber system designed to contain the required Water quality volume then
release the water through a CONTECH Stormfilter Chamber system for treatment Proposed impervious for the site is
99%

Discharge Flow Rate from StormFilter
Volume StormFilter Restrictor Disc — Dia = 0 43" = 0 037'
At 10' of Head
The Volume StormFilter restrictor disc is calibrated to flow at 7 5 gpm at 10' of head (1 gpm/sf or less
for all cartridge sizes)
Q = M 2Gh
r 0 037 2 l )( )
Q = (0 61) 4  2(32 2 10
Q = 0 017cfs = 7 5GPM
Pelican Point
Wont Case
During the worst case scenario, there is 2 5' of head available on the orifice when the water quality
elevation is reached at elevation 5 0'
Q = cA 2Gh
Q = (0 61)r 0 0372 )TJ 2(32 2)(2 5)
Q = 0 008cllfs = 3 74GPM
So, with 2 5' of head available, each cartridge will discharge 3 74GPM, or 0 008 cfs Since 3 74GPM is
less than the 1 GPM/sf flow rate of 7 5 GPM for the 18" Cartridge, the mass loading calculations are
preserved and 7 cartridges are suitable for this site
With 7 cartridges, the total StormFilter discharge outflow rate is 0 058 cfs during the worst case
scenario

Equivalent Orifice Diameter
Sometimes it is desirable to establish an equivalent orifice diameter to represent the StormFilter in
routing calculations The following equations back -calculate from the total worst case StormFdter flow
rate and head to determine an equivalent orifice diameter that can be used to represent the StormFdter
when designed on a volume basis
Q = cA 2Gh
z
0 058 = (0 61) n 2(32 2)(2 5)
D=0098'=117"
This equivalent orifice however is not a physical orifice It is simply a method for accounting for the flow
through the Volume StormFdter in routing calculations when required

Re Pelican Point #20-16 / CAMA Minor Modification
Date April 4, 2017
Via Hand Delivery
Ms Spears,
On behalf of my client and owner of the proposed "Pelican Point" project, HDI Holdings LLC,
we are requesting a minor modification to our existing CAMA permit #20-16 The original
srteplan with noted changes, the plans depicting the changes and copy of certified mailing of
notification/waiver sheet provided by Division of Coastal Management have been included The
proposed changes under this minor modification are highltted in yellow and notated in red on the
original
The proposed building changes include
• The expansion of the footprint of the building by approximately 3' in width through the
main body of the building
• The building will also be repositioned in the center of the property creating new setbacks
from the side property lines of approximately 17' each on the north and south side of the
building
• The driveway extending along the north side of the building has been eliminated and the
new end of pavement line is noted
• Moved storm -water storge from under building and into parking area with slight
modification to parking layout
In addition to the change in the building footprint and setbacks, there have been some minor
modifications to the water -dependant structures as well
• A separate drawing has been provided (Bulkhead and Pier Layout Schematic) which
details these changes
• The modifications shown include the reconfigured pier head which was previously long
and narrow and vaned in width which is now square in shape
• The floating dock has been extended in an "L" shape alongside of the pier head and
connecting back to the original floating dock
RECEIVED
DCM WILMINGTON, NC
APR 0 4 2017
• The previously shown wooden walkway running parallel to and behind the bulkhead wall
has been eliminated and the wooden walkway to the pier from the pool area has been re-
aligned to connect the wood pool deck directly to the pier with no offset as previously
shown
• The bulkhead wall has also been extended north at an angle to terminate at the adjecent
property, this wall was previously shown as "future bulkhead wall" with a dashed line
• A new detail has been provided on the engineered Bulkhead and Pier Plan (A/S2 0)
showing the option for contractor to place rip -rap at the base of the bulkhead to reduce
sheet pile length to 14'
• The size of the wood pool deck within the 30' MHWL Setback has been reduced in size
to be less than 200 square feet within the setback (187 sq ft )
NOTE The 30' MHWL setback has been confirmed and platted from the basin bulkhead on the
adjeacent property (south)
Notices of these proposed changes were sent via certified mail with return reciept to the adjacent
riparian owners listed here

This permit was originally approved under the 1995 version of the rules As long as you are not increasing the BUA or
size of the stormwater measure, then the project can remain vested to those rules However, there is the option of
applying under the 2008 set or the 2017 set Which set will this project be attempting to apply under?

Christine,
Are you asking new/recent rule change new rules vs old rules, or older rule change? We are redesigning utilizing a
Contech Storm Filter So we want to go with whichever rules require less storage, hence minimizing underground
storage of stormwater upstream of the filter vault

PROJECT NAME Pelican Point (SW8070817)
PROJECT DESCRIPTION This submittal is for a major modification to change the approved infiltration trench BMP to a
CONTECH Stormfilter Currently the permitted design has the infiltration trench located underneath the proposed
building The owners would like to change the design so the stormwater system is not located underneath the building
The project will have direct access onto DOT maintained North Lake Park BLVD The project is not located within % mile
of SA waters and water and sewer will be available through the Town of Carolina Beach
Stormwater from the site will drain to Carolina Beach Yacht Basin, SB located in the White Oak River Basin (Index # 18
87-31 2) The project is high density and will be treated with a high density BMP The site will utilize a collection system
that discharges into an underground chamber system designed to contain the required Water quality volume then
release the water through a CONTECH Stormfilter Chamber system for treatment Proposed impervious for the site is
58%
