Dear Mr Carlisle
I he Wilmington Regional Office received and accepted a modified StatL Stormwater Management Permit
Application for the subject project on October 16, 2018 A request for additional information was mailed
on December 12, 2018, and a response was received on 1'ebruary 20 2019 A preliminary in-depth
review of that information has determined that the application is not complete and that additional
information is needed I o continue the revicw, please provide the following additional information
Clarification It appears that only Pond 1 s design is changing to accommodate the increase in
impervious area Pond 2 has impervious that is being reallocated and there are no changes to
Pond 3 I'or Pond 1, the calculations show that the bottom of the vegetated shelf is at 36 Omsl,
the PP is at 37 Omsl and the top of the vegetated shelf is at 38 Omsl I he elevations of the
vegetated shelf are not shown on the plans, but the 1 Oft shelf is shown to have a 3 1 slope (which
appears to be a typo) it appears that the 1 Oft shelf is intended have a bottom elevation of 36 5msl
and a top elevation of 37 5msh Please verify that this is correct and make any necessary
corrections to the plans calculations, and supplement (If the supplement is revised, please send

Dear Kelly
FEB 10 2019
Mlt ----
In response to your comments dated December 12, 2018, we offer the following
1 General Which rule(s) are each pond designed under? I believe you had told me that the pond(s)
had to be redesigned because they were constructed with incorrect elevations (I am not sure if
<sOqS that was all three ponds, or just one or two of theme) The impervious area for Pond 1 increased by 36,011 sf, which could trigger it into a major modification to be designed under the 2017 rules
31 A if the pond had to be redesigned to accommodate that new volume The impervious to Ponds 2
and 3 did not increase All three drainage areas remained the same All three ponds have been
Q designed for 1 5" as opposed to taking the previously -permitted impervious at 1 0", and so it
appears that you are designing for the 2017 rules? However, the average depth equations and the
forebay percentages appear to match the 2008 rule (18-22% of the whole pond) rather than the
2017 rule (15-20% of the main pond) Please advise [I have not yet compared the elevations in
the calculations against the elevations in the plans I have also not yet reviewed the design for the
2017 rules ( 1050/General MDCs for all SCMs, or 1053/Wet Pond SCMs), or the 2008 Rule
design standards 1 will do so upon resubmittal ]
u Ponds were redesigned under the 2017 rules

• Signed O&M Agreement was provided with permit transfer A copy is enclosed
6 Deed Restrictions [I 5A NCAC 02H 1003(7) and 1042(2)(k)] Deed restrictions have been
submitted showing that both the single family homes and the townhomes will have a maximum
impervious area per lot Will the townhomes have a "yard" sold with them, or will the property
owner only buy the footprint of their unit in the building? If there is no yard, then the townhomes
do not need to be deed restricted (because the owner doesn't own land to build any impervious
on) But, if there is a "yard" please show the lot lines for the townhomes on the plans in order to
specify where the deed restricted impervious is to be located for each townhor W
• Townhomes will not be sold with yards

Stormwater & Erosion Control Narrative
The Reserve at Palmetto Creek
Brunswick County, NC
The Reserve at Palmetto Creek is a residential site consisting of 60 single-family lots and 86
townhome lots in Brunswick County, owned by KG Plaza, LLC The project area is
approximately 42 41 acres No wetlands exist on the site
The Reserve at Palmetto Creek previously proposed 60 single-family lots and 88 townhomes
The project now proposes to construct 60 single-family houses and 86 townhomes for a total of
146 units, asphalt roadway with curbing, concrete sidewalks, three (3) existing wet detention
basins, and utility extensions All outflow from the drainage basins will dram to Scotts Branch,
classification C,Sw, Index No 15-25-1-10, in the Lumber River Basin All built up areas
(BUAs) will be collected and routed to the wet detention pond
The site has three (3) drainage areas Drainage Area 1 is approximately 8 53 acres There are
51 townhome units at 3,552 sf per unit within the drainage area as well as 47,247 sf of streets
and 8,656 sf of concrete sidewalk The total impervious area for DA 1 is 5 44 acres
Drainage Area 2 is approximately 15 83 acres There are 35 townhome units at 3,552 sf per unit
and 25 single family homes at 4,000 sf each within the drainage area as well as 75,721 sf of
streets, 19,243 sf of concrete sidewalk and 1,026 sf for future impervious The total impervious
area for DA 2 is 7 35 acres
Drainage Area 3 is approximately 10 56 acres There are 35 single family homes at 4,000 sf
each within the drainage area as well as 37,282 sf of streets and 4,030 sf of concrete sidewalk
The total impervious area for DA 3 is 4 16 acres
The project will be treated by erosion control measures such as drop inlets with inlet protection,
temporary silt fence, and gravel construction entrance Three (3) wet detention basins provides
sufficient storm water management to meet the State's 1 5" requirement An emergency
spillway has been designed for the 100-year storm assuming the principal spillway is obstructed
or not operating properly

Dear Mr Carlisle
I he Wilmington Regional Office received and accepted a modified State Stormwater Management Permit
Application for the subject project on October 16, 2018 A preliminary in-depth revicw of that
information has determined that the application is not complete and that additional information is needed
10 continue the revicw, please provide the following additional information
General Which ruiC(S) are each pond designed under`) I believe you had told me that the pond(s)
had to be redesigned because they were constructed with incorrect elevations (i am not sure if
that was all three ponds, or just one or two of them?) I he impervious area for Pond 1 increased
by 36 011 sf, which could trigger it into a major modification to be designed under the 2017 rules
if the pond had to be redesigned to accommodate that new volume. The impervious to fonds 2
and 3 did not increase All three drainage areas remained the same All three ponds have been
designed for 1 5" as opposed to taking the previously -permitted impervious at 1 0", and so it
appears that you are designing for the 2017 rules? I Iowever the average depth equations and the
forcbay percentages appear to match the 2008 rule (18-22% of the whole pond) rather than the
2017 rule (15-20% of the main pond) Please advise [i have not vet compared the elevations in
the calculations against the elevations in the plans I have also not yet reviewed the design for the
2017 rules ( 1050/General MDCs for all SCMs, or 1053/Wet Pond SCMs), or the 2008 Rule
design standards I will do so upon resubmittal J
