It has been determined that the nature of the proposed change meets the definition of a minor modification in that it does not result in an increase in the size of the permitted stormwater control measure (SCM) and does not increase the amount of built - upon area. The following minor modifications are included and covered by this permit: The stonnwater system on Lot 3 (Bloomin' Crazy Nursery) was revised by replacing the two (2) inoperable stormwater pipes with two (2) similar pipes that drain to the same drop inlet as before. Reference the revision cloud on drawing sheet C-200. Please add the attached plans to the previously approved plan set. Please be aware that all terms and conditions of the permit, last issued on December 14, 2007, and as modified thereafter, shall remain in full force and effect. Please also understand that the approval of this minor modification to the subject State Stormwater Permit is done on a case -by -case basis. Any other changes to this project must be approved through this Office prior to construction. The approval of this minor modification does not preclude the permittee from complying with all other applicable statutes, rules, regulations or ordinances which may have jurisdiction over the proposed activity, and obtaining a permit or approval prior to construction. This is the standard procedure. If you can get this done in 30 days, we will keep the offsite permit application open. If not, I will have to return this offsite application and you can send another application after first sending a modification application first for the master permit. Please check on things and advise what you can do. She agrees that we need to have the master permit updated. It is good to update that every once in a while anyway to make sure everything is correct and there are no conflicts between the offsite permits and the master permit. Pertaining to this project, there are no ditches shown on the master plan, whereas on the offsite plan, there are ditches and storm drainage piping going to the ditch. Where is this piping coming from? Also, how does the runoff leave the site? These are important things for us to know. I am suspecting that there was some sediment/debris in the lines when we did our existing conditions survey that prevented us from getting accurate measure downs to inverts. Also, please confirm that no revision or modification is required to the master permit. In the past master permits have not been required to be updated to show individual on -lot stormdrain systems part of an offsite permit. For example lots 14, 15, and 16 have all been developed and new stormdrain was constructed based on the lot specific designs and was part of individual lot offsite permits. All of the subject collection is located within the limits of Lot 3 and will be included as part of the offsite permit. Attached is an exhibit showing how the systems connect for reference. Please give me a call if you want to discuss in more detail. Plan sheet C-200 needs updating to show how the piping on Lot 3 connects with the pond for the master permit. Note that these changes may also affect other lots such as Lot 1 and 2. 1 will expedite this "Minor Mod" to the master permit so that we can get the permit out for the Bloomin Crazy Nursery. Until then, this email will serve as an additional information request on subject permit. In addition, once the master plan is resolved, you will probably need to change some inverts on the drop inlets shown on the offsite permit plan for Lot 3. Also, there is one stormwater drain pipe on this plan that appears to connect from a drainage swale to a water line at the road. We need to know where this pipe connects off the property.
