Dear Mr. King:
On August 20, 1998, the Division of Water Quality received your request for Authorization to
Construct (ATC) in accordance with NPDES Permit Number NC0063321. The plans and specifications
for adding a standby generator capable of powering the Cashiers WWTP and for building an enclosure
to house the existing blowers have been reviewed and it was determined that they are satisfactory.
Authorization is hereby granted for the installation of a standby generator and an enclosure to house the
existing blowers. The enclosed copy of the approved plans and specifications must be maintained on
file for the life of the facility.
This Authorization to Construct is issued in accordance with Part III, Paragraph A of NPDES
Permit No. NC0063321 issued April 21, 1998, and shall be subject to revocation unless the proposed
residuals storage tank is constructed in accordance with the conditions and limitations specified in
Permit No. NC0063321.
Please be advised of the deadlines associated with the special conditions included in permit
NC0063321 issued on April 21, 1998:
• Automatic Standby Power Requirement
It is a requirement of Title 15A of the North Carolina Administrative Code, Subpart 2H.0219
(j) (3)(A) that dual source/dual feed or automatically activated standby power capable of
powering all essential treatment components under design conditions is required for all
treatment works. The Permittee is required to install an automatic backup power system
within 90 days of the effective date of the permit.

• Noise Reduction Requirement
The Permittee is required to prepare and submit a proposed design of an enclosed structure
for the blowers or other noise reduction equipment within three (3) months of the effective
date of the permit and final installation within six (6) months.
In the event that the facilities fail to perform satisfactorily, including the creation of nuisance
conditions, the Permittee shall take immediate corrective action, including those as may be required by
this Division, such as the construction of additional or replacement wastewater treatment or disposal
facilities.
The Asheville Regional Office, telephone number (828) 251-6208, shall be notified at least forty-
eight (48) hours in advance of operation of the installed facilities so that an in -place inspection can be
made. Such notification to the regional supervisor shall be made during the normal office hours from
8:00 a.m. until 5:00 p.m. on Monday through Friday, excluding State Holidays.
Upon completion and prior to the operation of this permitted facility, a certification must be
received from a professional engineer certifying that the permitted facility has been installed in
accordance with the NPDES Permit. Mail the Certification to the following address:

The Operational Agreement between the Permittee and the Environmental Management
Commission is incorporated herein by reference and is a condition of this Permit. Noncompliance with
the terms of the Operational Agreement shall subject the Permittee to all sanctions provided by G. S.
143-215.6 for violation of or failure to act in accordance with the terms and conditions of this Permit.
Failure to abide by the requirements contained in this Authorization to Construct may subject the
Permittee to an enforcement action by the Division of Water Quality in accordance with North Carolina
General Statute 143-215.6A to 143-215.6C.
The issuance of this Authorization to Construct does not preclude the Permittee from complying
with any and all statutes, rules, regulations, or ordinances which may be imposed by other government
agencies (local, state, and federal) which have jurisdiction.

CL2 is added to system in manhole adjacent to CL2/SO2 chamber.
The requirement of 2H.0219(j)(6) is for "seasonal or resort facilities". This treatment
facility is for the entire Town of Cashiers and the surrounding area. It does not serve
a "facility". Furthermore, the design flow is for the highest expected "seasonal" flow
with a peak factorof 2.5.

8) These are existing units.
9) This unit is a single tank with reinforcing brace. Tank is field welded together.
10) Overflow from the backwash tank and the backwash holding tank goes into the CL2
manhole, not on the ground.
11) This design is identical to existing. There is no mixing in the existing tank and no
operational problem.
12) A hand -off -auto (HOA) switch is provided for each pump. Piping arrangement (See
Sheet 7) allows for manual by-pass.

16) The pump is a rotary positive displacement. Therefore, backflow is impossible. The
line is routed such as to avoid freezing.

20) Specified CL2 and SO2 injectors require a minimum supply pressure of 25 psi. This
