Dear Mr. Bryson:
Division personnel have reviewed and approved your application for renewal of the subject
permit. Accordingly, we are forwarding the attached NPDES discharge permit. This permit is
issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the
Memorandum of Agreement between North Carolina and the U.S. Environmental Protection
Agency dated May 9, 1994 (or as subsequently amended).
This permit includes no major changes from the draft permit sent to you on August 1, 2007.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty
(30) days following receipt of this letter. This request must be in the form of a written petition,
conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of
Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-6714). Unless
such demand is made, this decision shall be final and binding.
Please note that this permit is not transferable except after notice to the Division. The Division may
require modification or revocation and reissuance of the permit. This permit does not affect the legal
requirements to obtain other permits which may be required by the Division of Water Quality or
permits required by the Division of Land Resources, the Coastal Area Management Act or any other
Federal or Local governmental permit that may be required. If you have any questions concerning this

SUPPLEMENT TO PERMIT COVER SHEET
All previous NPDES Permits issued to this facility, whether for operation or
discharge are hereby revoked. As of this permit issuance, any previously issued
permit bearing this number is no longer effective. Therefore, the exclusive authority
to operate and discharge from this facility arises under the permit conditions,
requirements, terms, and provisions included herein.
Tuckaseigee Water & Sewer Authority is hereby authorized to:
1. Continue to operate an existing 0.20 MGD wastewater treatment facility with the
following components:
• 30,000 gallon EQ basin
• 15,100 gallon digester
• 100,056 gallon Aeration basin
• 15,678 and 49,706 gallon clarifiers
• New Dual -Media filters
• New 25,000 gallon digester
• New dual train chlorine/Dechlorination contact chambers
• New post aeration and
• 2 New blowers and blower building
This facility is located at 852 Cashiers Lake Road in Cashiers, NC, in Jackson
County.
2. Discharge from said treatment works at the location specified on the attached
map to an unnamed stream of the Chattooga River, which is classified B-Trout
HQW in the Savannah River Basin.

A. (3.) CHRONIC TOXICITY PERMIT LIMIT (QRTRLY)
The effluent discharge shall at no time exhibit observable inhibition of reproduction or significant mortality
to Ceriodaphnia dubia at an effluent concentration of 24 %.
The permit holder shall perform at a minimum, quarterly monitoring using test procedures outlined in the
"North Carolina Ceriodaphnia Chronic. Effluent Bioassay Procedure," Revised February 1998, or
subsequent versions or "North Carolina Phase II Chronic Whole Effluent Toxicity Test Procedure" (Revised -
February 1998) or subsequent versions. The tests will be performed during the months of April, July,
October, and January. Effluent sampling for this testing shall be performed at the NPDES permitted final
effluent discharge below all treatment processes.
If the test procedure performed as the first test of any single quarter results in a failure or ChV below the
permit limit, then multiple -concentration testing shall be performed at a minimum, in each of the two
following months as described in "North Carolina Phase II Chronic Whole Effluent Toxicity Test Procedure"
(Revised -February 1998) or subsequent versions.
The chronic value for multiple concentration tests will be determined using the geometric mean of the
highest concentration having no detectable impairment of reproduction or survival and the lowest
concentration that does have a detectable impairment of reproduction or survival. The definition of
"detectable impairment," collection methods, exposure regimes, and further statistical methods are
specified in the "North Carolina Phase II Chronic Whole Effluent Toxicity Test Procedure" (Revised -
February 1998) or subsequent versions.
All toxicity testing results required as part of this permit condition will be entered on the Effluent
Discharge Monitoring Form (MR-1) for the months in which tests were performed, using the parameter
code TGP3B for the pass/fail results and THP3B for the Chronic Value.

Completed Aquatic Toxicity Test Forms shall be filed with the Environmental Sciences Branch no later
than 30 clays after the end of the reporting period for which the report is made.
Test data shall be complete, accurate, include all supporting chemical/physical measurements and all
concentration/response data, and be certified by laboratory supervisor and ORC or approved designate
signature. Total residual chlorine of the effluent toxicity sample must be measured and reported if chlorine
is employed for disinfection of the waste stream.
Should there be no discharge of flow from the facility during a month in which toxicity monitoring is
required, the permittee will complete the information located at the top of the aquatic toxicity (AT) test form
indicating the facility name, permit number, pipe number, county, and the month/year of the report with
the notation of "No Flow" in the comment area of the form. The report shall be submitted to the
Environmental Sciences Branch at the address cited above.
Should the permittee fail to monitor during a month in which toxicity monitoring is required, monitoring
will be required during the following month.
Should any test data from this monitoring requirement or tests performed by the North Carolina Division
of Water Quality indicate potential impacts to the receiving stream, this permit may be re -opened and
modified to include alternate monitoring requirements or limits.
NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control
organism survival, minimum control organism reproduction, and appropriate environmental controls, shall
constitute an invalid test and will require immediate follow-up testing to be completed no later than the
last day of the month following the month of the initial monitoring.

A. ( 4.) SEWER LINE CONNECTIONS
Sewer lines serving more than one building, crossing property under separate
ownership, or crossing rights of way, shall not be made tributary to the collection
system serving this facility unless a permit for the construction and operation of the
tributary line has been issued by the Division of Water Quality.
A. ( 5.) CONTROL OF ODORS
TWASA must make efforts to actively control odor problems. This is especially
problematic during the early spring season. Actively controlling odors may mean
periodically flushing lines and pump stations, adding activated carbon canisters on
vents at pump stations and/or manholes, etc. TWASA shall submit an annual report
detailing what actions were taken during the previous calendar year and what actions
are expected to be taken in the upcoming calendar year. The report shall be submitted
by January 31 of the next calendar year. The report shall be submitted to:

The complaints have come from a "neighbor" who moved in "after" the treatment plant was
there, in fact her facilities are discharging into the plant.
The plant has expanded to a conventional extended aeration plant with disinfection, and
de -chlorination, upgraded aeration system with back-up blowers. All odors that were
ever noticed were coming from the seven pump stations in Cashiers. They have dialers on
them and are visited weekly as required by regulation, by the operator of the WWTP. The
collection system is "deemed" permitted(WQCSD0023), but has not been inspected yet, but
is on the list to be inspected. The "annual" odor report mentioned in the permit has
been addressed by a "holistic" (annual) report submitted by Stan Bryson on ALL of TWSA
plants (#1:Main Plant on Tucksagee;#2: Sylva Plant; and #3 Cashiers Plant). All have T. e
separate discharges and separate NPDES permits. If you leave the language in the V7 45
permit, please allow any reports, monitoring, etc. to be addressed through the annual
report. I believe this is the request made by Stan in his comments regarding the permit
renewal.I hope this will meet with everyone's approval. Any more comments or
suggestions will have to wait until MONDAY. I'm off tomorrow and the weekend. Thanks,

i do know the history of this one and I have a preference/opinion (i know this comes as a
surprise!).
this special condition was the result of not one, but 2 public hearings over the years. has
nothing to do with the collection system - it was due to odor complaints at the plant itself.
although it may not be a problem now - I'd like to keep the condition in with some
modification. I'd like them to address what they've done to control odors at the plant prior to
the next renewal of the permit (they don't have to do that annually - just before permit
renewal; and if they haven't done it this year - they need to get something in). if they haven't
done anything - that may be fine - just let us know. but if they haven't done anything and
you've gotten some complaints - we may want them to try and address.
ok - my opinion and ya'll can try to talk me out of it tomorrow!

permit. This seems to be the correct and environmentally responsive approach to this
permit.
I propose to delete the "ODORS" language and replace it with (per PERCS input) " The
facility shall send an application for a collection system permit to the PERCS unit when
flows to the plant reach 0.185 MGD or greater."
If everyone is in agreement I will also contact the facility for this proposed change
during the Public Notice period and amend Attachment A 5.
Please let me know your comments ASAP because the permit went to PN on 8-1-07.

to the permit for the collection system.
Also, in A. (2.) Effluent Limitations...., the two nitrogen limits need time frames for

Attn. Mrs. Carolyn Bryant,
With this letter and completed application package the Tuckaseigee Water and Sewer
Authority requests renewal of our NPDES permit at the TWSA Plant #3 facility.
Construction of the additional 100,000 gpd of capacity is now underway and should be
completed by May 1, 2007. Implementation of the monitoring frequency and parameter
limits as specified in the current permit will occur upon completion.
I hope the application is complete but please don't hesitate to contact me if you have

Sludge Management Plan
The sludge generated at the TWSA #3 facility is stored in the
aerobic digestor (cap. 15,110 gals) before being hauled via tank
truck to the Authority's sludge handling facility located at:
TWSA Plant # 1 (NC 0039578)
1871 North River Road
Sylva, NC 28779
The sludge is then dumped into this facility's aerobic digestor
and dewatered through the belt press. Dewatered sludge is then
disposed of, either by hauling to a landfill or by being treated to a
Class A Residual under non -discharge permit # WQ0005763.
