Project Background
• Original WWTP Expansion: CG&L 201/EA & FONSI (2007)
• 201 included Alternatives Evaluation
o Land Application
o Harnett County Regional (Treat 2.4 at Utley WWTP, pump remainder to
Harnett County)
o WWR raw sewage customer
o Reuse System
o Utley WWTP Expansion & WWR combined effluents to Cape Fear
• FONSI could not identify WWR treatment site, for WWTP expansion only
• FONSI commitment to remove discharge from Utley Creek
• Town involved in Regional Partnership with Western Wake project
Regional Partnership: with Cary, Morrisville, Apex
• Cape Fear River discharge was preferred over Harris Lake due to IBT issues
• Town discharge from Utley WWTP is not an IBT issue
• Modeling showed expanded discharge from Utley Creek WWTP does not
adversely impact Harris Lake
• Speculative limits for Harris Discharge issued in Feb 2010
Relationship of this project to Western Wake Regional Facility
• Town is nearly complete with Utley Creek WRF 6 MGD Expansion
• Reclaimed Water Program is ready to go
o infrastructure construction complete
o 3 utilization permits submitted (-0.25 MGD seasonal demand)
o Program Delegation application submitted
• Town remains involved in Regional Partnership
• Alternatives evaluation results differ from other partners due to IBT context
• Therefore independent alternative evaluation of Utley/Harris discharge by Town
• Proposed as EAA/EA due to need to modify the 20007 FONSI
Purpose & Need
• Provide expanded discharge from Utley WWTP
• Town growth well documented/known — will be included in EAA
• Discharge limits for the Utley WWTP set at 6 mgd, with requirement to be moved
to regional plant discharge
• Determine most suitable location for Utley WWTP discharge considering effects
on water quality, hydrology, aquatic habitat, other environmental factors
(wetlands, streams, etc), and construction/operation costs.

Questions/Issues
• Timing not good for scoping — due to history of comments on WWTP & WWRF,
plan on informal contacts/scoping and prior comment review
• Lead agency? DWQ vs CG&L. Dependent on funding.
• Involvement of Corps and NRC if necessary?
• EAA/EA approach OK? Discussion of this vs EIS amendment.
• SEPA process: Additional studies planned (EJ) for NEPA compliance (if CG&L
funding).
• Schedule: Proposed submittal and review times.
