RE: 176 Sparks Drive, Forest City, NC Stormwater Review
Dear Mr. Farkas:
Thank you for your review of from our Post -Construction Stormwater Permit Submittal on 7/27/22. We
have made revisions to your comments. Below you will find our corresponding responses and enclosed
please find updated drawings that reflect the same updates.
Specific Responses to Comments
1. Comment: Please provide the contact information (email address and phone number) for the
Property Owner in Section III, 2B of the Application. This item is required per 15A NCAC
02H.1042(2)(a)(ix).
Response: The application has been updated with the contact information.
2. Comment: 1x hard copy of documentation showing the title and position of the signing officials
signing on behalf of the Applicant and Property Owner. This item is required per 15A NCAC 02H
.1042(2)(b)(ii).
Response: Please see enclosed Amended and Restated Operation Agreement of RZ Forest
City, LLC. Note that, due to sensitive financial information in the document, only the pertinent
pages have been submitted. Also enclosed is the SOS documentation for Haywood Equity
Group Limited Partnership.
3. Comment: 2x signed and sealed hard copies of a plan sheet showing the following:
a. Drainage area to the proposed SCM. This item is required per Section VI, 8o of the
Application and 15A NCAC 02H .1042(2)(g)(iv). Please include the drainage area to the
SCM in the main set of plans.
Response: A drainage area map sheet (C4.3) has been created.
b. Wetland delineation or a note on the plans stating that there are no wetlands located
on -site (Required per Section VI, 8m of the Application and 15A NCAC 02H
.1042(2)(g)(iii)). Please also list the name of the individual that made this determination
in a note on the plans. This item must be provided in the main set of plans.
Response: An Engineer's Natural Resources Certification statement has been added
to Sheet C4.2.
Maintenance access & easements. These items are required per Section VI, 8n of the
Application, General MDCS 8 & 9, and 15A NCAC 02H .1042(2)(g)(vi). Please ensure that
the SCMs are accessible for maintenance and that the access/easement is shown on the
plans.
Response: This was on Sheet C4.2 but the linetype was hard to read. The sheet has
been updated with a linetype of "SCM" to make it clearer. The site plan (Sheet C2.1)
has also been updated to show the SCM easement.
Additional Comment:
NOTE: This is an administrative completeness review, not a detailed engineering review, there may be
other issues that may be brough up during the engineering review. While nor required for
administrative completeness, it was noted that the side slopes of the Inflow Diversion Berm in the wet
pond are shown to have side slopes of 2:1. General MDC 3 requires vegetated slopes of SCMs to have a
minimum 3:1 side slope (steeper slopes may be considered on a case by case basis, but you will need to
demonstrate that the slope will remain stable in perpetuity).
Response: Noted. The plans have been revised to show a 3:1 slope on the diversion berm. Two
signed and sealed copies of the applicable sheets C1.2 & C1.4 have been submitted.
