A merger project team meeting for the subject projects was held on January 22, 2014. The following

The purpose of this meeting was to select the Least Environmentally Damaging Practicable
Alternative (LEDPA), Concurrence Point 3, for these projects. Also, additional avoidance and minimization
measures not included in the alternative analysis phase, Concurrence Point 4A, was scheduled to be
discussed but there was not enough time left for discussion.
Meeting Summary
Threatened and Endangered Species discussion
• U.S. Fish and Wildlife Services announced that Northern long-eared bats will be added to the
Threatened and Endangered species list in Fall 2014.
• U.S. Fish and Wildlife Services will be advising mitigation, such as relocating Schweinitz's Sunflowers,
on National Forest System (NFS) lands. Schweinitz's Sunflower is very sensitive to changes, so the
disturbance of this species should not be completed too early.
Median Width and Typical Section discussion
• U.S. Forest Service wants to reduce the footprint as much as possible through NFS lands. The
question was asked if the median was reduced to 23 feet, would we have to lower the speed limit to
45 mph. The speed limit would need to be lowered to 45 mph if median curb is used to reduce the
median width to 23 feet. The type of facility proposed requires at least a 46-foot median, and the U.S.
Fish and Wildlife Service pointed out that the proposed typical section width was already a reduction
from what NCDOT prefers.
• The Rocky River Rural Planning Organization and the Piedmont Triad Rural Planning Organization
would like to have wider paved shoulders in conjunction with the Complete Streets policy. The
proposed typical section includes a 10 foot shoulder. 5.5 feet of the shoulder is paved with 1.5 feet of
that being rumble strips and 4.5 feet of unpaved shoulder. These widths are consistent with the
Complete Streets policy.
Archaeological Site Avoidance discussion
• There was some concern regarding whether measures were taken to avoid the archaeological sites
throughout the projects. All of the alternatives affect all six National Register-eligible archaeological
sites. Archaeological site impacts were discussed during the previous Concurrence Point 2 meetings.
Bridge Alternatives discussion
• The Land Trust of Central North Carolina does not have to wait until the construction is complete to
sign the agreement to take over the bridge, but the bridge will not be turned over to them until all three
projects are constructed. The transfer agreement can take over a year to execute. Land Trust of
Central North Carolina has seen the recent bridge inspection report.
• NCDOT prefers Alternative 4 as the recommended LEDPA unless someone agrees to takes over the
bridge. If the bridge is taken over by someone; then Alternative 1 would be the recommended
LEDPA. Division of Water Resources recommended one LEDPA bridge alternative, Alternative 4.
PDEA Project Development Section recommended choosing Alternative 1 as the recommended
LEDPA since a responsible party has verbally agreed to take over the bridge. If no one takes over the
bridge, then additional meetings will be held to revisit the issues.
• Structures Management discussed that there may be issues with shifting westbound NC 24-27 traffic
onto existing Bridge 50 because it currently carries eastbound NC 24-27 traffic.

The Merger Team concurred that the following design and bridge replacement alternatives are the Least
Environmentally Damaging Practicable Alternative (LEDPA), for these projects:

• R-2530B, Section 2— SR 1731 to SR 1720 - "Best Fit"
-Asymmetrical Widening to the North — 46'Median
• R-2530B, Section 3— SR 1720 to SR 1818 - "Best Fit"
-Asymmetrical Widening to the South — 46'Median
• R-2530B, Section 4— SR 1818 to west of SR 1778 - "Best Fit"
-Asymmetrical Widening to the South (Tie to B-4974, Alternative 1) — 46'Median
• B-4974, Section 5— west of SR 1778 to east of NC 73
-Alternative 1 - South side widening, replace Bridge No. 51
• R-2527, Section 6— east of NC 73 to SR 1134 - "Best Fit"
-Asymmetrical Widening to the North — 46'Median

Action Items:
• U.S. Forest Services was concerned that the "No Build" Alternative was not studied enough in the
environmental document and no comparative analysis was done.
This information will be included in the final environmental document.
• U.S. Fish and Wildlife Services requested verification concerning whether the pictures were reversed
in Figure 2 and Figure 3.
Figure 2 and Figure 3 pictures were reversed, so the figures were corrected. Revised Figures 2 and 3
are attached to these minutes.
The signed CP3 concurrence form is attached.
