Dear Mr. Jones,
Sage Ecological Services, Inc. (Sage) is requesting an appeal to the stream determinations for the
above -mentioned properties which was performed by Town of Chapel Hill (TOCH) staff on January
28, 2022, and February 2, 2022. The determination results were provided in an administrative
decision letter prepared by Allison Weakley dated March 4, 2022.
Due to the significant differences between the original determination conducted by Sage
(November 2021) and TOCH (January and February 2022), an additional field assessment was
performed during a stream and wetland field review held with April Norton of the US Army Corps
of Engineers (USACE) on March 15, 2022. The attached post -review field map and forms are a
result of the meeting held with Ms. Norton.
Specific conclusions formulated during the USACE meeting include differing start points for
intermittent Features E and G. These are identified by flags placed by Sage during the field review
on March 15, 2022. Additionally, Features L and K were determined to exhibit indicators of less
than an intermittent flow regime.
