Project Description and History 4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The project is in the southern portion of Havelock, within Craven County, approximately 2.8 miles north of the Craven/Carteret County boundary. The project consists of replacement of an existing sanitary sewer pipe from a point immediately north of Fontana Boulevard to a point approximately 0.6 mile south of the Fontana Boulevard. The existing sewer and proposed replacement parallel East Prong Slocum Creek to the east. The northern terminus of the project connects to an existing sewer pipe east of East Prong Slocum Creek north of Fontana Boulevard. South of Fontana Boulevard, the project corridor traverses an automobile dealership and then crosses East Main Street (Highway 70). South of East Main Street, the project corridor traverses a forested area located between East Prong Slocum Creek to the west and commercial buildings to the east. The project corridor traverses Woodhaven Drive east of the new bridge structure previously reconstructed as a separate Hazen project. South of Woodhaven Drive, the project corridor traverses an area abutted by commercial entities to the east and a forested area associated with East Prong Slocum Creek to the west. 4b. Explain the purpose of the proposed project: * The purpose of this project is to meet the demands of projected growth in Craven County. The existing sewer pipe no longer provides sufficient capacity to convey wastewater within the project's service area and has reached its life expectancy. The proposed project consists of replacement of approximately 0.6-mile of sanitary sewer pipe. Areas of replacement will include abandonment of pipe, manholes, and other related appearances per applicable regulation. Removal of manholes and pipes prior to replacement will take place in some areas. 41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: * The proposed Highway 70 Sewer Replacement Project consists of replacement of approximately 0.6 mile of sanitary sewer pipe. Replacement of the existing sanitary sewer pipe involves abandonment of pipe per applicable regulations in some areas. Please refer to the attached Highway 70 Sewer Replacement Project preliminary design plans for further detail on areas of replacement and abandonment of the existing sanitary sewer pipe. Prior to replacement of the existing sanitary sewer pipe, a temporary above -ground pipe will be installed to ensure proper flow of sewage during construction. Once the temporary sanitary sewer line is flowing, the existing sanitary sewer line will be turned off until construction completion. The temporary sewer pipe will be placed to the west within the proposed limits of disturbance. The proposed project entails replacement/installation of approximately 3,000 feet of sanitary sewer pipe and numerous manholes. Erosion and sediment control measures will be installed prior to commencing land -disturbing activities. Limits of disturbance encompass approximately 4.4 acres. Construction -phase access to the project corridor will be provided via a temporary gravel road within the proposed limits of disturbance abutting the north and south edge of Woodhaven Drive. The gravel access road will result in temporary impacts to a jurisdictional wetland within the proposed project's limits of disturbance. Please refer to the details section of the attached design drawings for further information relative to the proposed construction entrance. Following construction, all areas temporary impacted will be brought back to original grade and seeded with an appropriate native seed mix as soon as possible, not to exceed 90 days of completion of the project. An additional construction access point will be provided via an existing paved road off Highway 70 at the southern end of the proposed project. Installation of the sanitary sewer pipe in jurisdictional areas will be achieved using both non -open -cut and open -cut techniques. Non -open -cut techniques, via jack and boar, will take place under Fontana Boulevard, Highway 70, Woodhaven Drive, and the railroad. Anti -seep collars will be installed along the transmission line per applicable regulations. The proposed project will not involve stream crossings; however, limits of disturbance will abut East Prong Slocum Creek and its associated 50-foot buffer north of Fontana Boulevard. One jurisdictional cypress wetland associated with East Prong Slocum Creek is located within the proposed projects limits. Crossing of this cypress system will not result in net loss of jurisdictional waters of the U.S.; however, conversion of forested wetlands to non -forested wetlands will occur in several areas along the project corridor. Equipment anticipated to be used during installation of the proposed transmission lines includes, but is not limited to, excavators, backhoes, front-end loaders, dump trucks, and cranes. Details of proposed activities, such as anti -seep collars, are provided on the design drawings submitted in conjunction with this permit application. The maintained corridor within 404 jurisdictional areas will be 30 feet or less in width. Replacement of the existing sanitary sewer pipes will result in temporary impacts to the 50-foot buffer associated with East Prong Slocum Creek and a jurisdictional cypress system. A large riverine swamp forest dominated by bald cypress, black gum, and water tupelo abuts the East Prong Slocum Creek. The existing sanitary sewer corridor and the proposed project corridor, which have the same footprint, traverses the upland extents of the riverine swamp forest in five locations. Approximately 0.641 acre of wetlands will be temporarily impacted by pipe replacement with no net loss of wetlands occurring. Conversion of 0.027 acre of forested wetland to herbaceous wetland within a maintained corridor will occur from the project. No impacts to jurisdictional streams will occur from the proposed project. Indirect impacts associated with installation of the conveyance are anticipated to be negligible since construction of the proposed project will not induce growth but is required to meet the future wastewater demands of the service area. 5. All buffer impacts are temporary. E. Impact Justification and Mitigation 1. Avoidance and Minimization la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: Best management practices for erosion and sediment control measures are specified in the project design. Measures include perimeter silt fence, minimization of tree removal, and stabilized construction entrances. The contractor shall perform weekly inspections of erosion and sediment control devices and perform maintenance as needed to ensure maximum efficacy of all devices in use. Vehicle and equipment maintenance activities are required to be performed outside of jurisdictional areas. Disturbed soils will be temporarily stabilized if the disturbed area will not be final graded and permanently stabilized within a reasonable timeframe. Impacts to jurisdictional areas during construction will be limited to the extent feasible by performing as much work as is possible from upland areas. Disturbed areas will be returned to original grade and seeded with an appropriate native seed mix as soon as possible, not to exceed 90 days of completion of the project. Swamp matting will be used where appropriate in wetland areas. Excavation of the pipe trench will be performed as prescribed by the USACE in jurisdictional areas, and side casting of excavated material into abutting wetland areas will be avoided to the extent feasible. Delineation of jurisdictional areas and identification of sensitive receptors occurred in the early design process. During design, the project corridor was positioned to avoid regulated areas and sensitive receptors, where feasible, while using existing corridors and easements to the extent practicable. Avoidance of all impacts is possible only with a no -build alternative, which does not meet the need of the project. Where avoidance of jurisdictional waters was not possible due to constraints, the limits of disturbance were reduced to the extent feasible. Project design includes anti -seep collars along the pipe within and adjacent to jurisdictional wetland areas, per applicable requirements. Avoidance of stream crossing was considered during early design phases and minimized according. The proposed project's limits of disturbance will abut East Prong Slocum Creek and its associated 50-foot buffer; however, impacts are temporary, and no stream crossing is proposed. Temporary impacts to a jurisdictional wetland are required for replacement of the existing sanitary sewer pipe via open -cut techniques. Project design components to minimize impacts to jurisdictional features includes stringent erosion and sedimentation control features, and specific contractor requirements associated with construction and maintenance activities in proximity to the jurisdictional areas. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Impacts to jurisdictional areas during construction will be limited to the extent feasible by performing as much works as possible from upland areas. Stringent sediment and erosion control measures will be implemented and adhered to during all construction activities. Details of the proposed type and location of silt fencing is depicted on the attached design drawings. Silt fencing will be placed upgradient of the jurisdictional areas and all construction activity will be performed upgradient of the silt fencing. During construction, no live concrete will come in contact with jurisdictional waters. All disturbed areas will be graded and seeded with native seed mixtures within 90 days of completion of the project. Appropriate swamp matting, temporary stockpiling of wetland topsoil, and side casting methods will be used where appropriate if work is performed in wetland areas. 2. Survey of the project area was performed in February 2022 by qualified biologists to determine if habitat for listed species was present. Habitat for the American alligator was determined to be present in the project area and in the vicinity of the project; however, the alligator is protected due to similarity of appearance. Consultation with NOAA was performed and the email correspondence is attached.
