Most of the project's typical cross section is made of up three 11' wide lanes (shared middle lane for turns) with curb and gutter and a 10' multiuse path in some sections and 6' sidewalk in other sections.The existing project typical section is three lanes varied in width (shared middle turn lane)with a mixture of grassed shoulder with ditches and curb and gutter. Some sections have a 5-6' sidewalk while others do not have any sidewalk.The project is within the Neuse River basin. Runoff drains to House Creek (NCDWR Stream Index No. 27-33-13)which is classified as a type "C" stream. Existing drainage features have been maintained to the best extent practical. Drainage systems will be sized according to City of Raleigh and NCDOT standards. Stormwater control measures have been designed to the minimum criteria outlined in the NCDOT BMP Toolbox as well as incorporating any new design criteria from the NCDEQ BMP Manual.The following items were incorporated for the minimization of water quality impacts. • Stormwater will discharge through a rip-rap dissipater pad to ensure non-erosive velocities at the bottom of the fill slopes. • Grass swales are proposed and utilized to the maximum extent practical. • Bank stabilization is proposed at locations on House Creek where piped stormwater drainage discharge occurs to minimize erosion and lower velocities. • Channel Improvements and bank stabilization were used at culvert inlets and outlets to help stabilize channels and minimize erosion. • Proposed culvert at House Creek was buried 1' and has a 1'sill. • Stormwater from certain sections of the site will be collected and treated in two stormwater control measures (1 bioretention cell and 1 bioretention pond).These will provide water quality treatment for a broad spectrum of water quality parameters of concern. As stormwater is temporarily detained, suspended sediments and some phosphorus are captured through sedimentation. During infiltration and other chemical processes, metals and additional phosphorus are removed. Microbial activity that occurs in the media helps to reduce nitrogen and hydrocarbons. As the surface layer is exposed to sunlight and allowed to dry, pathogens are treated. Median filters with relatively deep media layers can help abate runoff temperatures. In general,the steep topography to the left and right of each side of the road limited the practicality of larger BMP's/SCM's to treat or detain stormwater. Property along the corridor is also highly developed with homes or businesses which limited space for larger treatment options. The bioretention pond has been sized for the maximum space practical.The pond will be built on a lot that will be a total take by the City.
