Good morning Rob,
Long time no talk, hope you have been doing well. I am reaching out with a strange request... the
City is ready to pay their mitigation fees for the Blue Ridge Road project and I have requested
invoices from the banks. I got a reply from RES asking if we could update the buffer approval letter
with language about the specific banks as it has been an issued with their DWR audits in the past
(see attached email).
Do you think you could update the mitigation portion of the approval letter to read something
similar to the paragraph below? RES told me this is what Katie M. is looking for now on these.
"Mitigation must be provided for the proposed impacts as specified in the table below.The
Division has received a Statement of Availability letter from EBX-Neuse I, LLC and
Environmental Banc & Exchange to meet this mitigation requirement.The specific bank site
to be debited may be the Buffalo Branch, Selma Mill, Cedar Grove, Hatley, Ezell, Hannah
Bridge, Stone Creek, Meadow Spring, Uzzle, Poplar Creek, Bucher, or Polecat located in HUC
03020201. Until EBX receives and clears your payment, and proof of payment has been
provided to this Office, no impacts specified in this Certification shall occur. For accounting
purposes, this Certification authorizes payment to EBX to meet the following compensatory
mitigation requirement [15A NCAC 02B .0714(12)1."
