We are also requesting a 401 WQC from NCDWR for the above referenced impacts. The project is located between the Leith Auto at 3302 Old Raleigh Road and the American Airlines office building at Soo Gregson Drive in Cary, Wake County (Latitude: 35.7369 °N; Longitude: - 78.8144 °W). The project is located in the Neuse River basin (HUC 030202o1) and onsite waters drain to Williams Creek. The Water Quality Classification for Williams Creek is WS -III; NSW and the Stream Index Number is: 27-43-2• Proposed Project The proposed project consists of the construction of a ±800 if two lane private road which will connect Leith Auto sales center (8302 Old Raleigh Road) and the American Airlines office parking lot (5oo Gregson Drive). The purpose of the proposed project is to provide a private connector road to allow Leith Auto to move cars between the Leith Auto car lot and the American Airlines parking lot where excess inventory is currently stored. Currently, the moving of cars back and forth between the car lot and American Airlines parking lot requires travel on Old Raleigh Road, MacKenan Drive and Gregson Drive, all of which are heavily traveled and frequently congested public roads. The proposed connector road will eliminate excess traffic on these roads by allowing the vehicle inventory to be moved back and forth on the proposed connector road. Project History Onsite wetlands were delineated by Withers and Ravenel in September 2014. The alignment contains a single perennial stream (UT to Williams Creek). There are no wetlands within the proposed alignment. The Preliminary JD Request in support of our delineation has been provided as an Appendix. In conversations with David Shaeffer with the Corps of Engineers, the previously approved 149 if of stream impacts for Leith Auto are considered cumulative with the currently proposed 42 if of permanent stream impacts, and mitigation will be required since the cumulative impacts exceed 150 If. Proposed Impacts The proposed impacts consist of 42 if of permanent stream impacts and 6 if of temporary stream impacts. The proposed 42 if of permanent stream impacts will occur from installation of the 32' long aluminum box culvert. The stream bed consists of weathered bedrock, so an additional 5' of disturbance on both ends of the culvert will be necessary to remove the bedrock so that the culvert can be installed 12" below the stream bed to allow for aquatic life passage during periods of low flow. Please note that since the stream bed is bedrock, there is no rip -rap dissipater proposed within the stream above or below the culvert. The 6 if of temporary stream impacts will occur from the construction of sandbag dams above and below the proposed culvert to allow the work to be completed "in the dry" by pumping the flow of the stream around the construction area. Avoidance and Minimization Prior to site plan design, the applicant requested that a detailed wetland delineation be conducted so that impacts to wetlands and "waters" could be minimized. The proposed road crossing has been designed to cross the stream at a perpendicular angle to minimize stream and buffer impacts. Furthermore, since the stream bed consists of bedrock, there is no armoring of the stream bed with rip -rap proposed above or below the proposed culvert. The stream banks will be armored with rip -rap at both ends of the culvert, but no rip -rap will be placed below the OHW of the stream. Temporary sand bag dam will be constructed immediately upstream and downstream of the proposed culvert (Impact #2) and the stream flow pumped around the construction area to allow work to be completed in the dry. This will prevent sediment from escaping the construction area and affecting downstream waters. Mitigation Stream Mitigation As a result of the previously discussed 149 if of permanent stream impacts associated with Leith Auto (AID SAW - 200020047; DWR #991005) that were authorized in 2000, the currently proposed stream impacts are considered cumulative, and will require mitigation. WITHERS 6 RAVENEL Page 2 of 3 ENGINEERS I PLANNERS I SURVEYORS American Airlines — Leith Auto Connector Road — Cary, Wake County Therefore, the Applicant proposes to mitigate for the ±42 if of permanent stream impacts through the purchase of offsite stream mitigation credits at a 2:1 ratio, resulting in the purchase of 84 if of stream mitigation credits. The Applicant will purchase the proposed 84 if of stream credits from EBX within in eitherthe Neu -Con Wetland and Stream Mitigation Bank or Forest Creek Mitigation Bank as specified in the Letter of Reservation, which has been provided as an Appendix. Buffer Mitigation The proposed road crossing is less than 150 if in width which is classified as "Allowable" in the NRB Table of Uses. Therefore, buffer mitigation is not proposed. The current request is for 42 if of permanent stream impacts and 6 if of temporary stream impacts for construction of a road crossing (see the attached maps and PCN for details). There is frequent swapping of vehicles from the American Airlines lot and the Leith Auto lot, which results in additional traffic on Old Raleigh Road, MacKenan Drive and Gregson Drive. All three of these roads experience heavy traffic volumes, especially during morning, lunch and afternoon rush hour. The proposed connector road would allow the movement of vehicles between the two lots without having to travel on any public roads, reducing unnecessary traffic on Old Raleigh Road, MacKenan Drive and Gregson Drive. 3e. Describe the overall project in detail, including the type of equipment to be used: The project consists of the construction of a 20' two lane private road, which will require a 32' aluminum box culvert to cross the UT to Williams Creek. Standard commercial construction equipment will be used to construct the proposed road crossing.
