FYI. A good DWR success story where our input (RO/CO) helped an industry in Lincolnton retain a big textile
manufacturing contract, meet their local POTW's pretreatment limitations, and keep jobs here in NC. Thought I would
share it with you.

Mike,
I spoke with Sarah Morrison (Pretreatment) before the meeting with Mohican Mills and the City of Lincolnton and she
informed me that the city had within the last two months received the new 85 ug limit which was up from 52 ug
previously. I was not aware when we spoke to Tom that this was a new limit for the city.
I met with Mohican just before the main meeting and we had determined we were going to request more space/loading
as a part of the city getting more. Not knowing what the City's violations looked like we were hoping for the best.
Don Burkey Lincolnton's Pretreatment Coordinator came to the meeting prepared to increase Mohican's limit in their
Pretreatment Permit. This was great news and will significantly reduce the number and magnitude of violations that have
been an issue in the past. The new limit for the City seems to have them in much better shape also.
Mohican also announced that they were in the running for NEW Adidas work that is being brought back onshore from
China and furthermore back in country from Mexico due to non performance at other locations. Mohican is preparing to
run sample runs for Adidas to try and get this work. This is great news but is somewhat tempered by not knowing how it
will impact the work we have just accomplished. It is all polyester, little or no nylon that does not release antimony.

I know you understand, but I cannot begin to tell you how much I personally and Mohican Mills appreciate your response
and willingness to help. Having noncompliance issues can under the circumstances we were facing seem almost like a
helpless situation. This story h\as a very good ending and it is due to the response from the state and staff that care!

Bob/Mike- I just talked with Sarah Morrison with our Pretreatment Unit (copied, 919-807-6310) regarding the antimony
issue. From the Pretreatment side, Sarah thinks that Lincolnton might be able to reallocate additional antimony load to
Mohican Mills, so that they can meet their local pretreatment antimony limits. That would definitely be the most viable
solution and worth investigating immediately. From the NPDES side (Lincolnton NPDES permit), I might be able to
modify their Daily Maximum limit, but that would not alter the local Pretreatment limit for Mohican Mills. Bottom line -
investigate pretreatment side before we look at other alternatives. Hope this helps. Let me know if any questions. Feel

For- for internal discussion. The current Monthly Average limits for antimony are: 85 ug/I (at 3.5 MGD), 67.4 ug/I (at 4.5
MGD), and 52 ug/I (at 6 MGD). The current permit includes the same limits for Daily Max. I might be able to increase
the Daily Max limits based on aquatic life criteria, but EPA would have to approve. Let me know if a change in Daily Max
limit would be of any value. This would be the quickest permitting action, but still might require a 30-day public notice.

Facility is currently permitted at 6 MGD. Facility requested permit modification to
incorporate interim flow sheets of 3.5 MGD and 4.5 MGD, with antimony limits applicable to
those flows. Utilizing mass balance approach with 7Q10 dilution and antimony water quality
criterion of 5.6 ug/1 (Water supply), an antimony limit of 85.0 ug/1 (at 3.5 MGD) and 67.4
MGD (at 4.5 MGD) were calculated as follows:
WQS x Dilution Factor (based on 7Q10 flow) = WQBEL limit
5.6 ug/I x 15.19 = 85.0 ug/1 (at 3.5 MGD design flow)
5.6 ug/I x 12.04 = 67.4 ug/1 (at 4.5 MGD desin flow)
No other changes to permit limits/monitoring are proposed. A Special Condition A(8)-
Annual Flow Reporting- has been added to trigger reporting/notification by Permittee.
Transition to next phased effluent sheet is based on reaching 90% of permitted flow.

affected unacceptably if the four -day average concentration of antimony(ill)
does not exceed 30 pg/L more than once every three years on the average
and if the one -hour average concentration does not exceed 8B pg/L mere
than once every three years an the average.
