Town of Robbinsville
Modification of Wastewater
Treatment Facility
Graham County
The final plans and specifications for the subject project have been
reviewed and found to be satisfactory. Authorization is hereby granted for the
modification of the existing .130 MGD wastewater treatment plant. The modification
will result in a 630,000 GPD wastewater treatment facility consisting of a 483 GPM
influent pump with dual pumps and a high water level alarm, a comminutor with bypass
bar screen, a 644,450 gallon aeration tank, a 162,630 gallon clarifier, 98,750 gallons
of aerated sludge holding capacity recovered from the existing treatment facility, two
2100 CFM blowers, two recovered 903 CFM blowers, ultraviolet disinfection, a recording
flow meter, a sludge pump, a 750 GPH sludge dewatering system with a screw press and
polymer feed system, a belt conveyor system, associated yard pipe and a discharging
outfall into the Cheoah River.
This Authorization to Construct is issued in accordance with Part III
paragraph B of the NPDES Permit No. NC0025879 issued August 1, 1986, and shall be
subject to revocation unless the wastewater treatment facilities are constructed in
accordance with the conditions and limitations specified in Permit No. NC0025879.
The Permittee must employ a certified wastewater operator in
accordance with Part III paragraph D of the referenced permit.
The sludge generated from these treatment facilities must be disposed
of in accordance with G.S. 143.215.1 and in a manner approvable by the North Carolina
Division of Environmental Management.
The Asheville Regional Office, telephone number 704-253-3341 shall be
notified in advance of operation of the installed system so that an in -place
inspection can he made. Such notification to the Regional Supervisor shall be made

during normal office hours from 8:00 a.m. until 5:00 p.m. on Monday through Friday,
excluding State Holidays.
In event the facilities fail to perform satisfactorily in meeting its
NPDES permit effluent limits, the permittee shall take such immediate corrective
action as may be required by this Division, including the construction of additional
wastewater treatment and disposal facilities.
