Hi Deborah,
Just want to note the condition that "[i]nstallation of culverts in wetlands shall ensure continuity of water movement
and be designed to adequately accommodate high water or flood conditions. When roadways, causeways, or other fill
projects are constructed across FEMA-designated floodways or wetlands, opening such as culverts or bridges shall be
provided to maintain the natural hydrology of the system as well as prevent constriction of the floodway that may result
in destabilization of streams or wetlands." Please make sure to document how the new design will meet this in the
application.
Otherwise, I have no further comments at this time.

Good afternoon Colleen,
I wanted to reach out to see if you had any follow up questions regarding the proposed Solana project or any guidance
for the proposed road crossing over the beaver impounded wetland. Per the comments during the pre -application
meeting, I believe that the project engineers are redesigning the culverts to not have the 1' of burial since we are
crossing within an impounded wetland vs. a stream. I wanted to point this out since the exhibits within the attached
Solana binder do show the culverts buried.
The first step for the project is to start the FEMA flood study and the culvert design plays a very important part in that
evaluation and timely review. That being said, please let us know if the DWR has any comments or guidance as soon as
your schedule allows, or if the DWR has no comments, please let us know that as well.

Thank you arranging the meeting as pre-app meetings are very helpful.
It appears as though the culverts are designed appropriately and would meet the regional conditions for culvert
placement, specifically, "Installation of culverts in wetlands shall ensure continuity of water movement and be designed
to adequately accommodate high water or flood conditions. When roadways, causeways, or other fill projects are
constructed across FEMA-designated floodways or wetlands, openings such as culverts or bridges shall be provided to
maintain the natural hydrology of the system as well as prevent constriction of the floodway that may result in
destabilization of streams or wetlands."

A condition that was often used in NCDOT permits states the following, "Culverts/pipes placed within riparian and/or
riverine wetlands must be installed in a manner that does not restrict the flow and circulation patterns of waters of the
U.S. Culverts/pipes placed across wetland fills purely for the purposes of equalizing surface water do not have to be
buried, but must be of adequate size and/or number to ensure unrestricted transmission of water."
General comments received regarding drawings:
My bigger concerns would be the placement of the crossing in this location, as opposed to a proposed crossing further
south where the wetland/stream is much narrower (close to the southern property boundary), and thereby further
avoiding impacts to the wetland/impoundment. Please be sure to document why this location was picked in the
application and discuss other alternatives considered.
Seems like the impacts overall for the project would be over the NWP thresholds. Nationwide Permits 29 and 14 were
discussed.

I wanted to reach out regarding the attached project to schedule a Pre -Application Meeting with you all. Please send
me a few dates that work for you and then I will coordinate with the developers and engineers and will confirm a date
and time. Note that on this one there is a proposed road crossing of Marsh Branch that bisects the 1101 Olive Branch
Road property. This feature is more of a beaver impounded wetland and the engineers will be looking for guidance on
culvert design for this crossing.
Attached are the S&EC sketch maps post USACE and NCDWR determinations, and the NCDWR buffer letters. Also note
that there will be some offsite improvements as well, we are currently working on these offsite locations.
