Please find the attached revised Stream Buffer Plan for your review. We are happy to add a filter
fabric liner under the riprap. I revised the diversion detail to show the fabric liner and added some
discussion for installation of the liner & riprap that I found in Section 6.15 of the NC Erosion &
Sediment Control Planning and Design Manual. I also showed on the diversion detail that temporary
seed & straw or erosion control blanket was to be installed on disturbed areas of the diversion above
the riprap. I wanted to show that there would be no disturbed areas of the diversion that are to be
left bare.
Please let me know if this is acceptable, or if you have any other suggestions for this plan.

We've submitted the revised plans to NCDEQ and I have spoken with our PM on the phone.
She is requesting we add a liner to the rip rap so sediment won't seep thru.
Please reference the email chain below.

reading all the manual links.

Please see the email below from NC DEMLR showing the NCDOT Best Management
Practices for Construction and Maintenance Activities. Page 71 of the document
discusses diversion channels. DWR is not confident the rip rap diversion channel
specified in the plan set you provided will meet NC water quality standards for
turbidity. I'm going to put this on hold again until we receive a design that will meet
this standard. Please don't hesitate to reach out to me if you have any questions.
On June 1, 2022, the Division of Water Resources (Division) received your application
requesting a 401 Water Quality Certification from the Division for the subject project.
On June 7, 2022, the Division received the required fee and on August 10, 2022 the
Division received your additional information response. Upon review of that response,
the Division has determined that your application is incomplete and cannot be
processed. The application is on -hold until all of the following information is received:
The diversion ditch is proposed to be lined with rip rap. I am concerned that the lining
of this ditch with rip rap will lead to turbidity that will impact surface water quality
standards in downstream waters. Please discuss how this material will be sufficient to
meet water quality standards for turbidity or choose another material. The turbidity
standard for Shoal Creek (C; WS-III) is 50 NTUs. [15A NCAC 02B .0211 (21)]
Pursuant to Title 15A NCAC 02H .0502(e), the applicant shall furnish all of the above
requested information for the proper consideration of the application. Please provide
your response by September 10, 2022. If all of the requested information is not
received, the Division will be unable to approve the application and it will be denied as
incomplete. The denial of this project will necessitate reapplication to the Division for
approval, including a complete application package and the appropriate fee.

The best detail of a lined flume that I could find is the NCDOT Best Management
Practices for construction and maintenance activities. Please check page 71. This is
essentially what we were discussing earlier.

I found a really good detail for a flume diversion however this is not what you are
looking for. This uses a piped flume. Anyway, take a look at plan detail sheet 7 that I
copied to your shared file at the link below. , it may help.
