Coleen, I contacted the project engineer and have the following responses to your questions (see below and attached). Summary 1. The attached sheet 6 of the impact maps, RichlandCrkOFSht6Easements.pdf, shows the Town of Wake Forest, Harvey, and Meadows HOA properties, outlined in red, from whom sewer easements had to be negotiated and acquired. 2. We shifted the alignment between Manholes 61 and 62 to make the crossing more perpendicular to the creek. See the attachment RichlandCrkPrevAlignment.pdf for the previous alignment. 3. Below is a draft explanation and attached exhibit, RichlandCrkOFSlopes.pdf, to illustrate : 1. Steep slopes — the attached plan shows in red the areas of existing slope greater than 20%. At 20% it would be impossible to keep dirt out of the creek, and highly likely that a backhoe or excavator would wind up in the creek. The existing slopes on the south side were just too severe. The north side route, while challenging, is not as severe and provides better protection for the buffer, creek and wetlands. 2. Acquiring an easement from Harvey — There was no existing sewer easement through the Harvey property. Initially Harvey refused, but then after Raleigh Water explained his options he agreed. No other property owners were contacted. We knew Wake Forest would cooperate with easements on their property, and felt like the easement through the HOA property would be doable. But easements through individual properties are difficult to get and in most instances if there is a way to avoid condemnation of a homeowners property, the utility company to avoid it. Raleigh Water and the Town of Wake Forest are not eager to condemn a sewer easement. Moving the line to the south side of the creek would have put the 1 clearing, construction and easement much closer to Harvey's house. Harvey would not have granted an easement for the sewer that close to his home. 3. Boring under Coram Fields — shifting the line to the south would place the bore pit on the east side of Corman Fields in close proximity to the sharp bend in the creek on the Harvey property. This would make the bore under Coram Fields much more difficult to control in the event of rain and higher stream flows during construction. The north side route provides better protection for the creek. Detailed Explanation We have taken care with the design of the new proposed sewer outfall to minimize impacts along the route. The site constraints are challenging due to Stream Feature A as well as the large existing stormwater culvert under Coram Fields Road. There was no existing sewer easement provided with the development of the existing neighborhood. The easement had to be negotiated with the adjoining property owners and due to the existing street and utility infrastructure, the available routes for the sewer outfall were extremely limited. The proposed Sewer Outfall under Coram Fields Road is aligned parallel with the existing culvert. The proposed Sewer Outfall's alignment best reduces the impacts to the Stream Feature A to the east of Coram Fields Road. The Walter's Property and the shape of Stream Feature A increase the difficulty of the proposed Sewer Outfall alignment to the west of Coram Fields Road. The Sewer Outfall alignment crosses Stream Feature A as close to perpendicularly as possible given the constraints. Additional manholes were used along the proposed route to bend the alignment in order to minimize impacts and avoid placing new manholes within the stream buffers and wetlands. Due to the extremely steep existing slope to the west of Coram Fields Road, it is necessary to give the contractor an alternative route to access the existing and proposed sewer easement from the north. This alternative route uses an existing sewer easement then crosses into an existing Town of Wake Forest Powerline Easement. The alternative route also gives the contactor the ability to have a staging area at the end of Whistable Ave., away from any wetlands or stream buffers. This staging area and access keep the contractor from needing additional impacts along the existing sewer easement. The alternative route will no longer be necessary once the sewer construction has been completed. Once construction is completed, the contractor is to restore this disturbance back to existing conditions and stabilize with wetland seeding_ Kevin C.
