Henderson County
Instream Assessment has completed a review of Hendersonville's metals limits based on
revised pretreatment information which includes the addition of General Electric as a significant
industrial user. At each 3.2 MGD, limits should be added for cadmium and lead with
monitoring for arsenic required. At 6.0 MGD, limits should be added for cadmium, nickel, and
lead with monitoring for arsenic required. The changes are summarized below.

I spoke with Tom Kilpatrick about the Hendersonville permit that i ut at noti.. He has
concerns about the permit. First question is if the fact that the GE facility that is currently
discharging upstream and soon to be connected into Hendersonville (October 1993) was
taken into consideration in the WLA both for the effect on the treatment plant limits from the
perspective of the elimination of an upstream discharge (theoretically allowing for increase
loading by Hendersonville) and also the perspective of whether the toxics were properly
addressed and limited in the permit. He is sending me a copy of the draft pretreatment permit
(thinks but isn't sure it got sent to pretreatment) and data on the GE current discharge. It is
not very often that we get a permittee to make sure that we get all the necessary monitoring
into the permit and that we possibly missed some in the drafting of the permit! Please review
the files and see what information we had when we were making the decision on permit
