On the basis of projected growth, the City has requested discharge limits at 7 MGD for a new discharge site to the French Broad River. Since the proposed expansion is greater than 0.5 MGD and involves a relocation, an Environmental Assessment including justification of the need for the additional wasteflow will be necessary. There are observed dissolved oxygen levels below 6 mg/1 in this reach of the French Broad River. Due to the number and size of discharges, a field -calibrated model of the French Broad River from Brevard to Asheville may be developed. Limits for oxygen -consuming wastes, i.e., BOD5 and NH3-N may be revised based on model results. Under a relatively new Division procedure, dechlorination and chlorine limits are now recommended for all new or expanding discharges proposing the use of chlorine for disinfection. An acceptable level of chlorine in Hendersonville's effluent is 28 ug/l.for protection against acute toxicity. Other chemical specific limits will be determined based on a review of pretreatment information. A quarterly chronic toxicity test at 3% will be required. P.O. The cold temperatures may make BOD and NH3-N removal difficult to acheive during the winter months. Therefore a subsurface treatment system is recommended. Tony Evans of the Water Quality Planning Branch should be contacted at (919) 733-1786 for more information on constructed wetlands for wastewater treatment. The Division is initiating a basinwide water quality management strategy for the state's surface waters. All NPDES permits within a given basin will be renewed in the same year, allowing the Division to examine interaction among all point and non -point sources of pollutants for that basin. The basin plan for the French Broad Basin will be finalized in 1995 and a draft version will be available for public comment sometime in 1994. In addressing interaction of sources, wasteload allocations may be affected. Those facilities that already have high levels of treatment technology are least likely to be affected. The City of Hendersonville may want to consider implementation of this basinwide strategy in planning its expansion. Henderson County has also expressed interest in constructing a wastewater treatment plant on the French Broad River below Mud Creek. The Division strongly encourages regional planning between the City and County. The above limits are speculative and are for use in an engineering review of discharge alternatives. Final limits will be provided upon receipt of an application for permit expansion. November 3, 1993 Mr. Trevor Clements North Carolina Department of Environment, Health and Natural Resources Division of Environmental Management Post Office Box 29535 Raleigh, North Carolina 27626-0535 Dear Mr. Clements: wiv 11193 RE: French Broad River Wastewater Treatment Facility City of Hendersonville The City of Hendersonville is in the preliminary design stage for the construction of a new wastewater treatment facility to replace the existing facility located on Mud Creek in Henderson County. The proposed new facility will have a design flow of 7.0 MGD and will be located at the confluence of Mud Creek and the French Broad River with discharge into the French Broad River. The proposed plant location is shown on the enclosed location map. Treatment facilities at the proposed plant will consist of primary screening and grit removal followed by secondary treatment utilizing the activated sludge process within Oxidation Ditches. Following secondary treatment 3.8 MGD of the effluent will receive additional treatment utilizing constructed wetlands. This flow represents the additional flow over and above the current discharge into Mud Creek. In order to complete an Environmental Assessment for the new project and to assist in the preliminary design phase we are hereby requesting that you provide us with speculative NPDES permit limits for the phase one design flow of 7.0 MGD( 20 year flow) and the future design flow of 14 MGD. The discharge point is as shown on the enclosed location map. We appreciate your assistance with this project and are in need of a timely response to this request since the City of Hendersonville is currently operating above the SO% capacity threshold at the existing plant. Beginning construction of the new plant within the next 12 months is desirable due to the current flow at the existing facility.
