Nowell 6)‘ SUBJECT: Instream Assessment for SOC 67(b) Request City of Hendersonville WWTP NPDES Permit No. NC0025534 Buncombe County Summary and Recommendation The Instream Assessment Unit has reviewed the request for an instream assessment for the City of Hendersonville. The City is requesting a Special Order of Consent (SOC) for the expansion of tlx:; wastewater treatment plant. The existing design flow is 3.2 MGD, and the City requested an expansion to 6.0 MGD in 1994. Several flow scenarios have been requested for the addition of domestic and industrial wasteflow in this SOC: 3.3 MGD, 3.5 MGD, 3.7 MGD and 4.2 MGD. The SOC limits for BOD5 of 30 and 45 mg/1, have been requested to determine the loading that can be accepted during this increase in wasteflow. In addition, because Hendersonville has had some problems meeting metals limits, SOC limits have also been requested for the following metals: mercury = 4 µg/1, cadmium = 30 µg/1, and cyanide = 75 µgel. The Division of Environmental Management completed a field calibrated QUAL2E model of the Mud and Clear Creeks in the French Broad River Basin in November 1992. This model was done to determine impacts on the receiving waters by the numerous dischargers located in the basin. Previous models and instream biomonitoring had indicated an over allocation of assimilative capacity in these streams. The results of the modeling analysis indicated that according to the EMC 67(b) criteria, the predicted dissolved oxygen concentration was not significantly affected by the additional flows of 0.3, 0.5, and 0.7 MGD with either BOD5 limit of 30 mg/1 or 45 mg/1. Our analysis also determined that the facility can accept 1.2 MGD of additional flow with a BOD5 limit of 30 but not at 45 mg/1. At the higher BOD5 limit, the 67(b) criteria is violated by increasing the DO minimum in Mud Creek by 0.53 mg/l. The model also predicts a DO minimum of less than 3 mg/1. Background The City of Hendersonville discharges into Mud Creek and has a stream classification of C. The most recent USGS flow estimate has the summer 7Q10 flow calculated to be 17 cfs with an average flow of 107 cfs. 4 Instream Assessment for Hendersonville SOC page 2 A review of the compliance evaluation data shows that Hendersonville exceeded its wasteflow limit three times in 1995. Although the compliance system does not indicate the permit exceedances for metals, a review of the data shows that there were some violations. The submitted daily monitoring reports show that the following limits were exceeded in 1995: mercury - eleven times, cadmium - five times, and cyanide - four times. Analysis and Discussion An instream assessment was performed using the QUAL2E modeling framework. The current design flow of the Hendersonville WWTP is 3.2 MGD. The yearly average wasteflow of 3.0 MGD was used as the pre-SOC flow. Four flow scenarios of 3.3 MGD. 3.5 MGD, 3.7 MGD and 4.2 MGD were used for post SOC flow. These amounts are to allow for the additional 42,000 GPD on industrial flow from Kyocera and approximately 260,000 to 1,166,000 GPD of domestic wasteflow that could be added during the period of the SOC. The effluent limits for BOD5 to be reviewed are 30 mg/1 and 45 mg/l. The base model run was for 3.0 MGD and 30 mg/l of BOD5 with a predicted DO minimum of 3.42 mg/l. Two groups of models were run at the wasteflows of 3.3 MGD, 3.5 MGD, 3.7 MGD and 4.2 MGD. One group was run with CBOD = 45 mg/1 (30 mg/1 of BOD5 * 1.5) and NBOD = 90 mg/1(20 mg/l of NH3 *4.5 ). The other group was run with CBOD =67.5 mg/1 (45 mg/1 of BOD5 * 1.5), and the same input for NBOD. The results of the modeling analyses indicate that nearly all of the flows meet the 67(b) criteria, which states that the discharge will not increase the DO minimum by more than 0.5 mg/1 or will not extend the streamlength of the zone of DO depression by more than 0.5 miles. Please see Table 1 for a listing of the predicted DO minimums. Only at the wasteflow of 4.2 MGD and 45 mg/1 of BOD, is a significant depression of the instream DO level per 67(b) criteria demonstrated, with a change in predicted DO minimum of 0.53 mg/1. The requested SOC limits for mercury = 4 14/1, cadmium = 30 14/1, and cyanide = 75 µg/l, are for problems that Hendersonville is having meeting the existing limitations of 0.05, 9, and 22.5 14/1, respectively . If the requested SOC limits are approved, under 7Q10 flow conditions those limits would create the potential for exceeding the metals standards instream. Preliminary calculations show that a SOC limit of 4 14/1 of mercury, could allow an instream concentration of 0.9 µgll of mercury. This is 75 times greater than the standard of 0.012 µg/1. An instream concentration of 6.9 µg/1 of cadmium, more than 3 times the standard of 2 µg/1, would be allowed with a SOC limit of 30 14/1 of cadmium. A SOC limit of 75 14/1 of cyanide, could allow an instream concentration of 17.4 14/1, which is more than 3 times greater than the cyanide standard of 5 1.4/1. Because of the predicted instream concentrations, the Instream Assessment Unit cannot recommend that these specific limits be given during the SOC. It is understood that concentrations near these levels have already been discharged by the Hendersonville facility. It is our recommendation that the SOC contain effluent monitoring for mercury, cadmium, and cyanide for twelve months. This should give the facility adequate time to determine the source of the violations, after which the existing limits for these metals parameters will go back into effect. • Instream Assessment for Hendersonville SOC page 3 Recommendation Based on the model results, the Instream Assessment Unit recommends the approval of the range of 300,000 GPD to 700,000 GPD of additional wasteflow for the Hendersonville WWTP and the SOC limits of 30 or 45 mg/1 of BOD5. While the model predicts no significant violation of the 67(b) criteria at 1.2 MGD and BOD5 = 30 mg/1, it is our recommendation that strong justification be shown that greater than 1 MGD of additional domestic flow will be added to the Hendersonville facility during this SOC. The prediction of DO values below 3 mgfl at this same flow with a BOD5 limit of 45 mg/1 indicates that Mud Creek would be seriously impacted by the addition of this amount of flow. Therefore, we do not recommend that 1.2 MGD of flow be given at any level. We recommend effluent monitoring for mercury, cadmium, and cyanide for twelve months, followed by the resumption of the existing effluent limits. 040302 1/17/96 JMN The ARO has requested an instream assessment for Hendersonville for an SOC for flow, BOD5, TSS, and the metals: mercury, cadmium, and cyanide. The current design flow of the plant is 3.2 MGD. A permit modification for expansion to 6 MGD was requested in 8/94. The average wasteflow of the plant from 11/94 to 9/95 was approximately 3.0 MGD and will used as the pre-SOC flow. The SOC flow request is for three different flow scenarios @ 3.3 MGD, 3.5 MGD and 3.7 MGD. This is based on a proposed increase in domestic flow and the addition of industrial flow of 0.0421 MGD from Kyocera Industrial Ceramics. The other SOC limits requested are: 1) BOD5 at limits of monthly averages 30 mg/1 and 45 mg/1, and a weekly average of 75 mg/1; 2) TSS limits of monthly averages 30 mg/land weekly average of 75 mg/1. 3) The removal percentage for BOD5 and TSS will be changed from 85% to 75%. 4) Relaxation of metals limits for : a) Mercury from 0.05 µg/1 to 4 µg/l; The maximum reported values from 1994 and 1995 self monitoring data for mercury are 4 µg/1, 3.514/1, and 1.8 µg/1. 49 of 90 observations (54%) are recorded as below detention. b) Cadmium limit increases from 9 µg/1 to 30 µg/1; The maximum reported values from 1994 and 1995 self monitoring data for cadmium are 39 µg/1, 31 µg/1 and 30 µg/1. 81 of 94 (86%) of observations are below detection. c) Cyanide limit increases from 22.5 µg/1 to 75 µg/l . The maximum reported values for cyanide are 128 µg/1(probably an outlier), 71 µg/1, 48 µg/1, and 35 µg/1. Only 12 of 84 obs. (14% ) are below detention. The Hendersonville Plant has been non -compliant for mercury, cadmium, cyanide and/or aluminum the entire 1995 year. The months of noncompliance for each metal are listed below. (Note: Aluminum is no longer limited but the results are shown to indicate the problems with compliance. Hendersonville obviously still considers Al limited because they are reporting it as non compliant.) Hendersonville had originally requested 1 MGD to be added to their 3.2 permit but they couldn't justify that amount of flow. ARO negotiated with the City to lower their request to 0.5 MGD to allow connection of normal growth during the period of the SOC. If the 0.5 MGD is added to their average flow of approx. 3 MGD, that would be 3.5 MGD. The scenario of flows that Paul requested were while still in the early stages of discussion and he asked for a range because of uncertainty. I asked whether only industrial wastewater was being added to the plant during the SOC. He said that domestic wastewater would be added also, but the Kyocera plant was the only industrial discharger he was aware of. They are not limited for metals but they do have a toxicity test. Kyocera 's limits are for TSS, settleable solids, pH. The ceramic dust produced at the plant does not contain metals. They currently have a discharge permit but they will be connecting to Hendersonville in the future, along with other existing dischargers in the Mud Creek Basin. Said he thought the SOC procedure allows for metals if they are pretreated to m 1tistrial strength. // )() Asked why Henderonville is failing their metals limits. Paul says they don't know for sure. The plant has various sources of metals from pretreatment permits and septage, but they are not at a high level. They are now concentrating on solids of the plant and trying to get a better handle on the sludge.
