Skvarla, III Governor Secretary August 4, 2014 Mr. Jay Johnston City Engineer City of Brevard 95 West Main Street Brevard, NC 28712 Subject: Final Approval of Pretreatment Program City of Brevard (NPDES # NC0060534) Transylvania County Dear Mr. Johnston: The Division of Water Resources has received the June 16, 2014 request for approval of a Pretreatment Program. The City of Brevard has successfully completed the required activities established by the Division's Pretreatment, Emergency Response and Collection Systems (PERCS) Unit for the development of a Division of Water Resources approved Pretreatment Program. With consideration of the successful completion of the required activities and the public comments received on the delegation request, the Pretreatment Program for the City of Brevard is approved as of August 4, 2014. Your NPDES permit contains pretreatment program requirements in Part IV that are an important and enforceable part of your Delegated Pretreatment Program. In particular, please review Section D. in detail as includes the specific Pretreatment Program elements and their frequency of submittal. The City of Brevard's Pretreatment Program is considered to be a Full Pretreatment Program. Full Pretreatment Programs must send in a Pretreatment Annual Report (PAR) by March 1st of every year. The compliance status for each industrial user must be judged for each six-month period (January 1 — June 30 and July 1 — December 31), and appropriate enforcement actions initiated in accordance with the Enforcement Response Plan approved by the Division. Guidance on Pretreatment Program elements may be found in the Comprehensive Guide and on the PERCS website.
