Required flow monitoring will include peak hourly flow, and daily flow. Monitoring will also include pump run times, both for individual pumps and pumps running in combination, in order to establish the number of pumps required to run for peak flow events. • Provide an annual report for each influent pump station outlining all wet weather events where all pumps were required to run to handle peak flows. This annual report shall be submitted to the Mooresville Regional Office along with rainfall amounts specific to the wet weather flow event. This report does not supersede any other reporting requirements. The report should also indicate whether any reportable overflows occurred at either pump station. • In addition to monitoring the two influent pump stations, WSACC shall also maintain records of points of monitoring for its individual jurisdictional bulk customers (i.e., local government units) that are tributary to the WSACC system. Records shall be maintained for 10 years and made available to the Division upon request. Basins with the highest peak flows compared to average daily flow shall be discussed with the local government unit and the WSACC Board with respect to targeted sewer rehabilitation in those specific individual drainage basins. • Please note that the Division may take further actions including, but not limited to, civil penalty assessments and moratoria based on information provided regarding pump station operations consistent with the NPDES permit, System -wide Collection System permit, Division rules, and applicable statutes. WSACC is requesting to increase their permitted flow from 24 to 26.5 MGD without any construction or modification to their treatment plant or influent pump stations. Just to clarify — overflows at influent pump stations are really a violation of the NPDES permit and not of the collection system permit, correct? I like the part about the satellite systems evaluating peak flows vs and average daily flows. I also assume that sewer line extensions adding flow to the system will be permitted and evaluated in the same way as always to ensure that the entire route to the treatment plant influent pump station has sufficient capacity. I kind of wonder how the annual report will be evaluated - what are we looking for and what will be our response? That request is to move up on paper from 24 to 26.5 MGD without i construction. However, they will need some minor construction to deal with peak flows. And peak flows are the issue making this review more challenging. I've reviewed these conditions with both MRO and WSACC, though WSACC has not given a final o.k., but seem to be reaching consensus. Want to verify with you that these conditions (or something similar) are acceptable to incorporate into the NPDES permit.
