These parcels are located at 1317 W. Gannon Avenue, in Zebulon, Wake County, North Carolina. Work in waters of the United States (U.S.) will occur within the Little River watershed, a direct tributary of the Neuse River (8-digit HUC: 03020201). Description of projects area and activity: Proiect Historv: On February 2.2021. Nationwide Permit (12 and 14) verifications were provided to the applicant in coniunction with the construction of the Jasper Place residential subdivision. The permit verification authorized the permanent discharge of fill material into 0.079 acre of wetland, the temporary discharge of fill material into 31 linear feet of stream channel, and the permanent conversion of 0.075 acre of wetland. On January 26, 2021, the applicant purchased 0.233 acre of wetland mitigation units from WLS Neuse 01 UMBI. Hollowell Mitigation Site in order to offset the unavoidable loss of 0.154 acre of wetland. Current proposal: On February 21.2022. the aunlicant. Lennar Homes. LLC. reauested authorization to discharge fill material into waters of the United States in coniunction with road widening activities along West Gannon Road (NC HWY 97), as required by the town of Zebulon and the NCDOT. A redesign of the road widening activities would result in an additional 0.133 acre of wetland impact. bringing the total wetland impact to 0.212 acre. There would also be 40 linear feet (0.014 acre) of stream channel permanently impacted. Compensatory mitigation is required at a minimum of 1:1 mitigation to impact ratio for all wetland losses that exceed 1/10- acre. Therefore, the applicant has proposed to purchase 0.266 wetland mitigation units from WLS Neuse 01 UMBI, Hollowell Mitigation Site, to offset the loss of aquatic function to 0.133 acre of wetland. To -date, this office has verified the permanent discharge of fill material into 0.212 acre of wetland and 40 linear feet (0.014 acre) of stream channel, and the permanent conversion of 0.075 acre of wetland. This verification will remain valid until the expiration date identified below unless the nationwide authorization is modified, suspended or revoked.
