Ms. Norris -Heflin, I have reviewed the PCN submitted for the above referenced project and need the following comments/questions addressed to evaluate the proposed activities. 1 1) Based on the application the project proposes to discharge fill material within stream channel and wetlands for road widening at the proposed Impact Area 1, depicted on Sheet C1.1. Per the application, the proposed design is based on requirements mandated by the Town of Zebulon and NCDOT. The need for widening is not disputed; however, you have not demonstrated avoidance and minimization to the maximum extent practicable as required by NWP General Conditions 23(a) and (b). For example, it appears that impacts at Impact Area 1 could be minimized based on the previously authorized design. In reviewing the plans it appears that both designs achieve two lane travel; therefore, it is unclear how the proposed project avoids and minimizes to the maximum extent practicable. a. Please provide additional information justifying the proposed design outside of Town and DOT requirements. Please submit the above information within 30 days of receipt of this Notification or we may consider your application withdrawn and close the file.
