This application is submitted on behalf of Van Slyke Solar Center, LLC for the construction of a solar photovoltaic power plant within the Van Slyke Site in Wilson County, NC. Currently, the only access to this site is off of Van Slyke Road. Because this access crosses a railroad, it does not provide guaranteed or insurable legal access to a public right -of -way. In order to move forward with this project, the applicant must secure another access point that is insurable. The owners of a 153 -acre parcel located directly to the west of the Van Slyke Site (Upchurch Site) have agreed to grant an easement across their property to access the public right -of -way known as Upchurch Road. Land Management Group, Inc. (LMG) delineated wetlands within both the Van Slyke site and the Upchurch site and the USACE has confirmed our findings. A stream with adjacent wetlands and riparian buffers runs between the properties and the proposed road would impact a minimal amount of wetlands (0.08 ac), stream (40 LF), and riparian buffer (exempt). This road would then connect to an existing dirt road located on the Upchurch Site. No other impacts would be needed on either the Van Slyke or the Upchurch sites.
