Enclosed is a 401 WQC application for your review. This application is submitted on behalf of
BYWR, LLC c/o Mr. William Ratley for the construction of a commercial /retail shopping center located
at the intersection of Smith Avenue and Business 17 in Shallotte, NC. The development will be comprised
of a big -box retail /grocery store, six retail /commercial outparcels, and one multi - family outparcel. The
project will impact 0.27 acre of wetlands, 63 LF of stream, and 0.05 acre of an RPW. These impacts are
needed for site access and grading. To mitigate for wetland and stream impacts, the applicant proposes
buying credits from the Stone Farm Mitigation Bank.
The Pre - Construction Notification form, associated maps, and site plan are enclosed for your
review. I have also mailed the DWR application fee to your Raleigh office. Please contact me if you have
