SUBJECT: Howland Rock Property Owners Inc. c/o Lionel Gilgo
Carteret County
The proposed project is located adjacent to waters that are currently classified as Conditionally
Approved-Closed for shellfish harvest. These waters are closed most of the time, but this
classification allows the waters in and around the subject project to open to shellfish harvesting on a
temporary basis provided the management plan criteria for this area have been met.
During a recent site visit to the property, it was determined that the canal at Howland Rock should be
classified as a marina according to Division of Environmental Health rules due to the existin
conditions in the canal. All those waters inside the canal and extending 200 feet past the existing boat
slip labeled as #9 on the existing site plan will be reclassified to Prohibited. These waters will remain
closed to shellfish harvest during temporary openings.
The Howland Rock Property Owners CAMA application proposes to add three additional boat slips to
the southeast of the existing boat slips. Since these proposed additional slips are 36 feet further out
from the existing slips, an additional area of waters would have to be reclassified as Prohibited in
Davis Bay/North River. These additional waters would remain closed during temporary shellfish
openings due to the proposed project.
