SUBJECT: WRC Comments on North Pacolet River Restoration, Nationwide Permit 27
North Pacolet River, Polk County
Dear Mr. Elliott:
Representatives of Hilda Story Pleasants and Phillip A. Pleasants requested a permit for in- stream
restoration activities and bank stabilization along 1,279 linear feet of North Pacolet River, Polk County,
NC. Comments from the NCWRC on this application are offered for your consideration under provisions
of the Clean Water Act of 1977 (33 U.S.C. 466 et. seq.) and Fish and Wildlife Coordination Act (48 Stat.
401, as amended; 16 U.S.C. 661- 667d).
We do not object to this project. Populations of Brown Trout and Rainbow Trout have been found
upstream of this project location; however, we feel their range does not extend downstream to the
proposed project location. As such, we feel this project will not affect wild trout populations and
construction does not need to be avoided during the trout spawning moratorium. We do not recommend
adding any special conditions to the permit.
