Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: * The project area is in a rural watershed in southeast Alexander County. Land use in the vicinity of the project includes agriculture and forest. The eastern majority of the site is used for cattle grazing and is partially forested. The western side of the site is primarily mixed forest but has been managed for both timber and agriculture in the past. A majority of project streams exhibit degradation or instability including incision, bank erosion, and embedded instream habitat as a result of past or current agricultural practices. 4b. Explain the purpose of the proposed project: * The purpose of the Double Rock Mitigation Site is to provide warm stream mitigation credits for unavoidable impacts in the Catawba River Basin (03050101). Mitigation will include stream restoration, enhancement (Ell), and preservation. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: * The project proposes stream restoration, enhancement II, and preservation to over 6,500 linear feet (LF) of existing channel. Full restoration is proposed on Elk Shoals Creek, Randell Tributary, Stikeleather Tributary, and the downstream tie in on Matheson Tributary. Restoration will include moving channels to the center of the valleys and establishing new planform, cross -sections, and profiles specific to the reaches. Instream structures including constructed riffles, brush toe, vegetated geolifts, log sills, log j-hooks, and rock sills will be installed to provide stability and habitat. Portions of Elk Shoals Creek and Stikeleather Tributary that exhibit more stable stream bed and banks are proposed for Enhancement II to include bank stabilization and benching as appropriate. Matheson Tributary, Matheson Tributary A, Matheson Tributary B, and a short length of Stikeleather Tributary upstream of its confluence with Elk Shoals Creek are proposed for preservation. For additional design information see Section 6 of the approved of the mitigation plan and design plan sheets. Excavators will be used for channel and floodplain excavation as well as for bank grading, while articulated and track trucks will be used for hauling soil. Small equipment such as mini excavators and skid steers may also be used during grading activities. A conservation easement has been recorded on the project area. 5. Jurisdictional Determinations 5a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: Restoration and enhancement activities will impact project resources during construction; however, these activities are designed to have an overall long- term positive effect. Natural channel design techniques will be used to restore and improve stream function and habitat and reestablish flood storage and connectivity. Project design was developed to maximize functional uplift of aquatic resources and meet project goals and objectives described in Section 5 of the approved mitigation plan. Stream restoration is proposed on the most degraded sections of stream. Relatively stable sections are proposed for enhancement II or preservation. Enhancement II will involve less intrusive approaches including bank stabilization and benching. Impacts will be avoided in preservation reaches. Design stream alignments incorporated the location of existing wetlands and avoided them as much as possible. Unavoidable wetland impacts are due to conversion of wetland to stream, floodplain grading, and temporary construction access. Wetland formation is anticipated in areas of Priority 1 Restoration where newly constructed channel will be raised and reconnected to the floodplain. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Construction practices will follow guidelines from the NC Erosion and Sediment Control Planning and Design Manual. Disturbance will be limited to the immediate project area. Sedimentation to aquatic systems will be minimized through offline construction of new channels and implementation of pump around techniques when working in live streams. Silt fence and straw waddles will be installed to intercept storm sheet flow. Haul roads and staging areas will be located on uplands and temporary crossings will be minimized and placed perpendicular to streams. Timber mats are proposed for temporary crossings. Safety fence will demarcate sensitive areas to avoid unnecessary impacts. Newly constructed channel banks will be stabilized using biodegradable coir fiber matting, seeding, and planted with native riparian species. 2. The Cherokee Nation responded on 11/30/20, "the Nation does not foresee this project imparting impacts to Cherokee cultural resources at this time." SHPO responded on 3/25/21, "are aware of no historic resources which would be affected by the project." Agency correspondences are available in Appendix 5 of the approved mitigation plan. 8. Wildlands is preparing a Conditional Letter of Map Revision (CLOMR). A Letter of Map Revision (LOMR) will be completed after construction using as -built survey data. The Site has been designed so that hydrologic trespass does not occur. 8c.
