On August 18, 2022 Chris Smith of the Raleigh Regional Office reviewed the 2021 Annual
Land Application Report for permit WQ0005981. The annual report was received on
February 9, 2022. The report was prepared by Soils Plus, LLC. The above permit covers
distribution of residuals generated at the Louisburg WWTP located in Louisburg, NC.
According to the 2021 Annual Report, The Town of Louisburg conducted application events
on permitted fields in Franklin County during 2021. A total of 2,443,000 Gallons or 151.79
Dry Tons of permitted residual biosolids were land applied to the Town of Louisburg’s
permitted fields. A total of 609,000 Gallons or 37.84 Dry Tons of permitted residual
biosolids were land applied to Granville Farms’ permitted fields in Franklin and Vance
Counties (WQ0000838). The Town of Louisburg land applied a total of 3,052,000 gallons or
189.63 Dry Tons of permitted residual biosolids.
Residual sampling is required annually and was conducted on February 16, 2021. Analyses
for metals and nutrients were conducted as required by Meritech, Inc. Metals results are
under Ceiling Concentration Limits. TCLP analyses are required once per permit cycle and
were conducted on October 7, 2021 by Meritech, Inc. and are compliant with federal limits
where applicable.
Pathogen and Vector Attraction Reduction documentation is required annually. Forms
were submitted and indicated compliance based on fecal density demonstration for PR and
30-day bench test to meet VAR requirements. Pathogen analysis was conducted by
Meritech, Inc. on April 27, 2021.
A representative soil analysis is required annually for each application field. Analyses were
performed on October 22, 2021 and indicate no areas of concern at the time of the report.

The Residuals Annual Report was received on time and in the proper format. At the time of
the report review the facility appeared compliant with the annual report requirement.
