The existing bridge consists of 2 @ 17- 9 ", reinforced concrete deck spans on timber joists and is to be replace with a 1 @ 55'- 0 ", 21' Cored Slab Bridge (30' total width) at the same location. The project also includes 360' of approach roadway improvements and the relocation 2 drives (both on the east side of the bridge). In accordance with Tar - Pamlico River Buffer Regulations, the proposed bridge does not contain deck drains. All stormwater from the bridge (and approaches) will be collected by a storm drainage system and discharged into the wetland outside the buffer limits in the southeast quadrant at the existing toe of fill at -L- station 13 +52 Rt. The outlet pipe will be placed at a 0.5% slope to reduce velocity into the wetland (note that Class B rip -rap is proposed at the outlet and will be claimed as a wetland impact). Bank stabilization is proposed at side drain outlets and will be claimed as permanent stream impacts. SUMMARY OF HISTORIC ARCHICTECTURE AND LANDSCAPES REVIEW Description of review activities, results, and conclusions: Review of HPO quad maps, relevant background reports, historic designations roster, and indexes was undertaken on November 14, 2013. Based on this review there are no NR, DE, LL, SL, or SS in the project area. There are three parcels with structures in the APE. Two appear to be less than 50 years of age, while the third is a gable front house dating to the 1920s. This is a common type house for this county and does not have any distinguishing architectural or landscape features. There are no properties in the APE which are National Register eligible. Why the available information provides a reliable basis for reasonably predicting that there are no unidentified significant historic architectural or landscape resources in the project area: Using HPO GIS website and the Google Streetview website provides reliable information regarding the structures in the APE. Predicated on aerial and on- ground imagery, the APE has been irretrievably altered by road and residential construction impacts beyond the poorly drained /frequently flooded ground surfaces nearest the bridge structure. County: Document: Beaufort MCS Funding: ® State ® Yes ❑ No Permit Type: NWP3 ❑ Federal Project Description: This project proposes to replace Bridge 119, which carries SR1520 (Terrapin Track Rd) over Beaverdam Swamp in Beaufort County, North Carolina. According to the environmental input request, the undertaking involves the in place replacement of the structure along the existing alignment, thereby minimizing potential surface and subsurface disturbances at this location. An off -site detour route (SR1520 to NC32 to SR1523 to SR1520) is anticipated. The archaeological Area of Potential Effects (APE) is centered upon Bridge 119 and measures 600ft in length (300fi from: each bridge end point) and 150ft in width (75j? from each side of the SR1520 centerline). SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: The project area is located in the central portion of Beaufort County, a short distance east of Washington and north of the Pamlico River. Beaverdam Swamp is a second order stream flowing north to south beneath the Bridge 119 structure. South of SR1520, the stream becomes engulfed in swampy wetlands. The APE is primarily distinguished by poorly drained and frequently flooded ground surfaces at 25ft - 30ft AMSL. The remaining portions encompass residential land alteration impacts along the northern side of SR1520 and drained agricultural lands situated at, and beyond, the - eastern and western APE limits. First, construction design data and other pertinent project information were examined for determining the character and extent of potential impacts to the ground surfaces surrounding Bridge 119. Once an APE was defined, a map review and site file search was conducted at the Office of State Archaeology (OSA) on Friday, October 25, 2013. This background work determined that no previously documented archaeological sites are located within or adjacent to the archaeological APE. An inspection of National Register of Historic Places (NRHP), State Study Listed (SL), Locally Designated (LD), Determined Eligible (DE), and Surveyed Site (SS) properties employing resources available on the NCSHPO website evidenced an absence of these historic resources within the project area. In addition, historic maps of Beaufort County were appraised for former structure locations, land use patterns, or other confirmation of historic occupation in the Bridge 119 vicinity and archaeological /historical reference materials were inspected as well. In general, the cultural background review established an absence of NRHP listed properties, archaeological sites, or cemeteries within the APE. Based only on cultural - historical factors, the APE is considered to have a low potential for the recovery of archaeological artifacts, features, or deposits. Further, topographic, geologic, and NRCS soil survey maps (Me, La, CrA) were referenced to evaluate pedeological, geomorphological, hydrological, and other determinants that may have resulted in past occupation at this location. Aerial photographs (NCDOT Spatial Data Viewer) and the Google Street View map application (when amenable) were also examined /utilized for additional assessment of disturbances, both natural and human induced, which compromise the integrity of archaeological sites. Environmental factors do not suggest a heightened archaeological site potential in the project APE.
