We are not filling in any portion of the existing channel (other than the portion due to the new alignment of NC 211). Please note that the proposed ditch is at the same location as the existing toward the end of Arthur Lane past the cross -pipes under Arthur Lane. Please let me know if either of you have any other questions and if not, let me know if you're OK with us submitting as a permit modification request (via Laserfiche). Can you confirm the proposed impacts and activities to minimize flooding will be diverting stormwater into the intermittent stream (SJ) and will not be filling it? See Condition #3 on the WQC attached and provide further justification regarding the use of rip -rap vs. a natural swell. Division and Design staff have come up with a plan to address it and we wanted to get your thoughts before we submit a permit modification request. Instead of the permitted actions at Site 15 (Stream SJ) they propose to excavate a larger ditch adjacent to Arthur Lane. The study area was expanded to accommodate the added ditch and we'll provide the update PJD request likely next week. R5709_ArthurLAne_Redlines_ECAP shows the potential mapping of stream SJ, wetlands WAA, WAB, WAC, & WAD as well as the proposed ditch. Our consultant confirmed SJ does start and stop as shown and though a portion of the hydrology will clearly be diverted to the new ditch the topography and remaining drainage area indicate that some hydrology will remain in the downstream reach of SJ and WAA-WAD. I'm also going to send you a PowerPoint presentation in a separate email due to file size. Could you both take a look at the information and let me know what you think?
