E. Impact Justification and Mitigation
1.Avoidance and Minimization
1a.Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
The project has been designed to minimize wetland and stream impacts as much as practicable. The largest crossing associated with Site 3 has been
redesigned twice to minimize the original impact amount The wetland impacts originally associated with Site 3 have been eliminated
1 b.Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
The redesign efforts to minimize and avoid impacts included a realignment for Site 3.Hand clearing will be utilized in sensitive areas.Standard NCDOT
construction practices will be used to protect sensitive areas and all necessary BMPs will be employed for the duration of the construction process.
