Looks like I'll probably be the one traveling the greatest distance but I should be able to be there say by 9:30 am without a problem.. So I say lets plan on meeting at 9:30 that day. David, I'll let you decide if you want to meet first at the Buffalo Branch or Selma Mill site and I'll look for you to send out an e- mail to everyone ASAP with the meeting location (a Google map with a address we could put in a GPS) if that wouldn't be a problem. No Once David sends that out if you'll respond to everyone if you plan on attending or not will be helpful. If you can't attend please provide your comments back to everyone by July 29, 2014 so we will have those also while we meet. The IRT after some deliberation recommends applying a multiplier to the channel downstream of the BMP as well as the portion of the stream that will flow through the BMP. The BMP will be designed in a manner that will allow base flow to function as it normally would but higher flows will be captured and allow the first flush to be filtered through settling in the BMP. • The IRT has asked EBX Neuse to run some scenarios on what will be needed to make the BMP feasible and present this information to the IRT. • If the BMP is not feasible EBX will pursue traditional stream restoration on Reach Al. • The IRT mentioned the EPA may have some concern with an inline BMP and we may lose stream credits for any sheet flow that may occur in the BMP during baseflow. There was also concern that we might have a stream loss as a result of the project's BMP and that could affect the NW27. • The IRT wants EBX Neuse to provide the city of Selma with an Endowment for maintenance of the BMP. Maintenance needs to be defined as well as the success criteria and design standards of the BMP. What size event will be captured? The IRT mentioned they may want to see maintenance include removing sediment that forms bankfull benches which might build up during storm events and if not removed would decrease the effectiveness of the BMP. • It was recommended that the BMP and the remainder of the Project be protected with separate easements. • It was mentioned that EBX Neuse might consider installing a fore bay at the head of Reach Al. • If the BMP isn't feasible EBX Neuse would consider installing trash rack /Vortech System at the intersection of W Chestnut St. and N Sumner St. The City of Selma would clean out these BMP's and they would be located upstream of the conservation easement. • The BMP would require water quality monitoring. EBX Neuse was recommending Total Nitrogen and Phosphorous. Eric Kulz mentioned we should consider TSS. The monitoring should be conducted with an ISCO type monitoring device that will capture peak flows during storm events. NSCU Water Quality Group may be contacted for help with this. • During the site visit cloudy /milky water was observed in the base flow upstream of Reach B5 and was traced to its origin coming from a storm water pipe under Hwy 96/N Sumner St in the vicinity of the school. • Reach B4 is going to be changed from Enhancement I to Restoration. • Assuming the Coats property can be obtained Reach B1 will change from Enhancement I to Restoration, Reach B2 will change from Enhancement II to Restoration, and Reach Cl will change from Enhancement I to Restoration. • The pond upstream of Reach Cl will also be removed and the hydrology from the pond will be routed into Reach C1. • Approximately 30 feet of stream on Reach Cl and Reach B1 will be removed due to a power line crossing. • Drain tile(s) are located on Reach B3. • Some potential for wetland credits were observed. EBX would like to propose that the release schedule for the credits generated from the BMP and the BMP's multiplier be revised so that these credits are released in the first 3 -4 credit releases. The IRT recommends EBX Neuse submit a Prospectus and continue to pursue the site.
