In accordance with your application for a discharge permit received on February 7 2022, we are
forwarding herewith the subject certificate of coverage (COC) to discharge under the subject state —
NPDES general permit. This permit is issued pursuant to the requirements of North Carolina
General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US
Environmental Protection Agency dated October 15, 2007 (or as subsequently amended).
In order to comply with the conditions of NCG020000 to which you are now subject, you are
required to do the following:
➢ Develop and Implement a SWPPP within 12 months of permit issuance.
➢ Download and print a copy of the NCG020000 Permit from the General Permits page on
the NPDES Industrial Stormwater Program web site, which can be reached by typing
"deq.nc.gov/SW-industrial" into your browser and hitting enter.
➢ When you receive an invoice for your annual permit fee each year, pay it promptly.
Electronic payment is convenient and quick, you can access the ePayment web site by
typing "deq.nc.gov/SW-ePayments" into your browser and hitting enter.
➢ If you have not already enrolled in electronic Data Monitoring Reports (eDMR), view
the six step process and complete the registration by typing "deq.nc.gov/SW-eDMR"
into your browser and hitting enter.
➢ Keep information about your facility name, ownership, legally responsible person,
address, and stormwater outfalls up to date. See the Industrial Stormwater Program
web site for instructions.
➢ This site will discharge to a receiving stream designated as High Quality Waters
(HQW). The General Permit imposes a more stringent TSS limit and a flow limit of 50 percent
of the 7Q10 base flow for all discharges to HQW-classified waters. The 7Q10 base flow for
Jinny's Branch at this location has not been estimated because these waters are tidally

influenced, and a low flow condition estimated to be as protective as the 7Q10 flow is not
available. However, if dewatering flows are ever large enough to impact the uses of the
receiving waters, the Division may specify a dewatering flow limit to protect its shellfishing use
and aquatic life in these waters.
➢ This permit does not allow discharges that will violate water quality standards in the
downstream waters. Those waters contain sensitive species that could be displaced or
distressed by a large volume of the discharge and also contain shellfish species, which if
contaminated and eaten by humans, could result in serious adverse health effects. Therefore,
any time the discharge may be large enough to exceed the 50 percent mixing ratio with the
receiving waters, it is important to reduce the volume of release to protect public health and the
environment.
➢ This project is located in one of North Carolina's 20 coastal counties. Coastal stormwater
management rules (15A NCAC 2H .1000) may require an additional State Stormwater Permit
(different from the NPDES mining activities discharge permit). Please contact Christine Hall in
the Wilmington Regional Office at (910) 796-7339 to determine if you will be required to
submit an application for a State Stormwater permit.
Please take notice that this certificate of coverage is not transferable except upon approval from the
Division of Energy, Mineral, and Land Resources (Division). The Division may require modification
or revocation and reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required
by the Division of Water Resources, the Coastal Area Management Act, or any other federal or local
government permit that may be required.
