Paul Wilms Director The Technical Support Unit of the Division of Environmental Management has partially completed the evaluation of Gastonia's discharge alternatives for the 201 Amendment. Preliminary stream impact analyses have been fin- ished for the proposed State Line/Crowders Creek WWTP and both of Gastonia's facilities on Long Creek and Catawba Creek. The fourth site requested, Kings Mountain's facility, will require substantially more time in obtaining verification of stream flows, reviewing ambient water quality data and developing an updated Level B model for McGill Creek. If the Kings Mountain site is still of a high priority after reviewing the results of the other alternatives, please notify us, so that we may allocate additional time to our staff to continue work on this project. It's important to remember that these effluent limits are preliminary and are not final wasteload allocations. Final wasteload allocations will be determined after the City of Gastonia submits an official NPDES permit application. A brief capsule of recommended limits and pertinent comments for the State Line WWTP, Gastonia - Long Creek and Catawba Creek WWTP's follows: 1) State Line and Crowders Creek WWTP The South Carolina Department of Health and Environmental Control was instrumental in the development of these limits. A QUAL2E microcomputer model was used by this agency for an analysis of Crowders Creek and these limits were recommended to protect water quality: Pollution Prevention Pays P.O. Total Phosphorus Fecal Coliform pH = 6 MGD = 18 mg/1 = 2 mg/1 (March - October) = 10 mg/1 (November - February) = 6 mg/1 (minimum - all times) = 2 mg/1 = 1000/100 ml 6-9 S.U. South Carolina's concern over the eutrophic condition of the Crowders Creek Cove of Lake Wylie is the basis for the phosphorus limit. The cove's ranking as the fourth most eutrophic lake in South Carolina supports action for some control of phosphorus inputs. 2) Gastonia - Catawba Creek WWTP Wasteflow BOD_, NH_, -N D.O. Fecal Coliform pH = 12 MGD = 5 mg/1 = 1 mg/1 = 6 mg/1 = 1000/100 ml = 6-9 (S.U.) This facility is also of concern regarding loading to the cove area of the lake. The Division has tentatively scheduled field work for this summer to investigate eutrophic conditions. Nutrient removal may be recommended as a future requirement for the Catawba Creek plant. 3) Gastonia - Long Creek WWTP Wasteflow BOD_, NHS, -N D.O. Fecal Coliform pH = 12 MGD = 8 mg/1 = 6 mg/1 = 5 mg/1 = 1000/100 ml = 6-9 S.U. Further evaluation of ambient water quality data will be needed to determine possible impacts to Long Creek and South Fork Catawba River, from the Long Creek WWTP and Town of Dallas WWTP. Paul Wilms Director The Division of Environmental Management has received your letter dated 2/23/88 concerning the request for effluent limits at the subject facility. Your 1/12/88 requests for limitations has already received priority and work is proceeding in a timely fashion. The submitted information requested allocations at four sites. This alone requires additional work by the staff and the United States Geological Survey to establish limitations. In addition, one site is at the North Carolina/South Carolina border which necessitates coordination with other state agencies. Pease Associates) are working quite closely with your staff on a "fast track" program leading to what is expected to be a new, large regional wastewater treatment facility. Due to EPA funding requirements, the City's time frame for project planning completion is most limited. Of most vital importance at this time is our receipt of wastewater treatment facility effluent parameters which we have requested of NCDEM. Our requests for such parameters, made to NCDEM through our Consultants on January 12, 1988, have not been established as yet; and we are becoming quite concerned over possible delays to our planning efforts. Any assistance you can provide the City in this matter would be greatly appreciated. Should your staff need any data not already in their file, please let me know immediately and it will be supplied.
