Dear Cyndi:
This letter is in response to our conversation on Monday, September 10, 2007, during which time we discussed
DWQ's review of September 4, 2007, information submitted to your office, pertaining to riparian buffer impact
permit approval at Bridge Crossing # 1 at Flowers Plantation. In our discussion, you explained that the proposed
bottomless culvert layout and associated documentation would not be approved by DWQ due to concerns with
stream disturbance during construction and the likelihood of erosion and stream stability problems. These problems
based on DWQ's experience, aze more prevalent with bottomless culverts than other types of structures, and that
bridges in particular were preferred.
In an effort to comply with DWQ's request and address the aforementioned concerns, the enclosed exhibits propose
a conventional bridge at crossing #1. The proposed structure is approximately 27'x70' and results in the following
riparian buffer impacts, which are also identified in the exhibits:
• Zone l: 3123 SF (0.072 AC)
• Zone 2: 3345 SF (0.077 AC)
