ALCON,
Archer Western Construction (AWC) is formally requesting an extension to the scheduled fish moratorium period
currently scheduled from October 1st, 2022 to February 15th, 2023. AWC would like to begin work on September
15th 2022 as opposed to the currently allowed October 1st 2022 start date time frame.
Listed below is a Q&A series that will hopefully answer the majority of questions that you may have in regards to
this operational request.
1. How long of an extension does AWC want to request?
15 calendar days - September 15th, 2022 to September 30th, 2022
2. Why does AWC need this extension?
AWC anticipates encountering its most difficult driving conditions in the river portion of the railway trestle located
over the White Oak River. This
15 day extension will help ensure that all foundation work is completed during the unrestricted period.
3. What's preventing AWC from getting the work done prior to the
moratorium?
Potential existing soil conditions and peak of hurricane season.
4. What milestone(s) does AWC expect to reach if they get this
extension?
Completion of all pre-cast permanent concrete pile in the White Oak River portion of the railway trestle
5. What exactly is AWC planning on doing during this extension?
Using a vibratory hammer system to extract the existing timber piles and vibrate in the 30" steel pipe piles for the
permanent pile template in the White Oak River. The sketch below details the approximate work area.

6. How many hours does AWC plan on working during this extension?
(24/7 etc)
Standard work hours - 0700 to 1900
7. How will the project be affected if AWC doesn't get the
extension?
The team runs the risk of not completing all of the permanent foundation work before the next moratorium period
starts and will thus extend the project.
