The North Carolina Division of Water Resources conducted an inspection of the Bear Lake Reserve
WWTP on 8/04/2022. This inspection was conducted to verify that the facility is operating in
compliance with the conditions and limitations specified in Non-discharge Permit No. WQ0029233. The
findings and comments noted during this inspection are provided in the enclosed copy of the inspection
report entitled "Compliance Inspection Report".
There were no significant issues or findings noted during the inspection and therefore, a response to this
inspection report is not required. As mentioned on the inspection report, please be sure to submit the
appropriate forms regarding change in ownership of the property.

Inspection Summary:
Melanie Kemp and Mikal Willmer, with the Asheville Regional Office, conducted a Compliance Evaluation Inspection of the
Bear Lake Reserve WWTP on August 4, 2022. This inspection was conducted to determine if the facility is being operated
and maintained in compliance with Permit No. WQ0029233. Jason Rummel, Bob Barr (ORC), and Jeff with RBP Systems,
as well as Mike Whitmer (Community Association Manager for Bear Lake) were present and assisted with the inspection. A
summary with comments and recommendations from the inspection is below.
Historically, Bear Lake Reserve WWTP has had very limited seasonal flow. The facility has been working towards building a
healthy biological environment over the last 2 years as flows have slowly increased and the system is more adequately
maintained.
Bob Barr informed the ARO of a landslide that had occurred on the site after he became aware of it on 7/19/22. The slide
resulted in damage to some of the 2-inch zone subheaders and drip zones. The zones affected were manually shut off when
the slide was identified. This area was inspected, and a plan for repairs was being evaluated during the inspection.
Facility staff have been continually adjusting operations due to several permit limit exceedances (TSS in November and
December 2021). Mr. Rummel stated that because of the low flows and cycling of the lift station, inputs to the WWTP were
very septic upon arrival into the facility. He indicated that DO levels were stabilizing from what was once 15 to now around 5
mg/L. He has also been successfully lowering settleability from 65% to an average of 55%. During the 2021 inspection, the
ORC had indicated that effluent is sometimes routed to the upset tank when there is minimal flow to the facility. Please note
that if flows are routed to the upset tank for an entire month, this should be recorded on the NDMR - otherwise it appears
that all flows are sent to the irrigation tank.
The flow meter was operable (last calibrated July 2022) but still not printing during the inspection but the ORC indicated Bear
Lake has one on order. The mixers were operable, and staff are continuing to clean UV bulbs once a week and replacing
bulbs once a year (last replaced 8/3/22). The turbidity meter was operable and last calibrated in July 2022. The microscreen
drum filters were inoperable and being bypassed at the time of the inspection – please inform the division when these filters
have been repaired. The recirculation alarm was inspected and operable.
RPB systems is maintaining diesel for the WWTP backup generator. Bear Lake is contracting Allan Dearth Sons to service
the lift station power. As a reminder, the permittee is required to send out biannual fats, oil, and grease educational material
to all system users. 15NCAC 02T.0403 can be referenced for the requirements of a collection system under 200,000 gallons
per day. Annual fats, oils and grease education is a requirement for private systems and it is recommended that the
permittee add additional prohibited items to these educational materials regarding personal hygiene products, flushable
wipes, etc.. An example pamphlet is attached to this inspection report.
The collection system is being monitored and maintained by RPB systems. A collection system map is available at the
WWTP and spare pumps are maintained onsite. There were no reported issues with the collection system. Lift station 3 was
inspected – telemetry was active, the visual alarm was working, but the audible alarm was not. Lift station inspection
records were reviewed, and the ORC indicated every lift station is checked weekly. The ARO recommends keeping a
consistent log of which lift station system components are checked and continue to document notes as repairs are made
and issues are identified.
The ARO was informed that ownership to the property had changed which will require the completion of an updated
Operational Agreement and Change of Ownership forms to be submitted.
