The North Carolina Division of Water Resources conducted an inspection of the Mountaintop Golf & Lake
Club WWTP on 8/04/2022. This inspection was conducted to verify that the facility is operating in
compliance with the conditions and limitations specified in Non-discharge Permit No. WQ0028693. The
findings and comments noted during this inspection are provided in the enclosed copy of the inspection
report entitled "Compliance Inspection Report".
There were no significant issues or findings noted during the inspection and therefore, a response to this
inspection report is not required.

Inspection Summary:
Melanie Kemp and Mikal Willmer, with the Asheville Regional Office, conducted a Compliance Evaluation Inspection of the
Mountaintop Golf and Lake Club's Wastewater Treatment Facility on August 4, 2022. This inspection was conducted to
determine whether the facility is being operated and maintained in compliance with Permit No. WQ0028693. Bob Barr (ORC)
and Justin Rummel (RPB Systems) were present and assisted with the inspection.
At the time of the inspection, the facility appeared to be in compliance. The ORC reports flows are approaching 40,000
gallons per day during the peak months. Mountaintop plans to add an additional treatment train to increase hydraulic
capacity to 80,000 gpd; however, a date to begin construction has not been set.
There are 8 lift stations throughout the collection system maintained by RPB Systems on behalf of the permittee. There
were no reported issues within the collection system. The ORC stated flushable wipes have not become a major issue. A
grease trap is installed at the clubhouse and is being maintained by Mountaintop. The statutory requirements for collection
systems under 200,000 gallons per day, including maintenance requirements of high-priority sewer lines, are listed within
15NCAC 02T.0403. A copy of this guidance is attached to this inspection report. Annual fats, oils and grease education is a
requirement for private systems and it is recommended that the permittee add additional prohibited items to these
educational materials regarding personal hygiene products, flushable wipes, etc.. An example pamphlet is attached to this
inspection report. Irrigation was not occurring at the time of the inspection.
No operational issues were noted during the inspection. The facility description within the permit reflects the complete
build-out of the system. Currently only one 8,000-gallon EQ basin, one 40,000-gallon treatment train, a tertiary
anthracite/sand/gravel filter, chlorine contact basin and one irrigation tank and upset tank are installed. As mentioned
through email correspondence, no additional permitting is needed to install the remainder of the treatment units if they are
built according to the original Division approved plans. Please keep the division informed of current plans for the expansion of
the WWTP.
Solids are being hauled as needed although the ORC was unsure of when they were last pumped. The ORC monitors DO,
pH, settleability and takes sludge readings from the clarifier. Settleability is measured weekly and was measuring at 35-40%
on the day of the inspection. A new ultrasonic flow meter was installed on 6/22/21 and had to be repaired recently due to
wildlife damage. The flow meter is calibrated annually, and the ORC reported it had been completed recently (awaiting
calibration report). The next calibration is due June 2023. The turbidimeter was calibrated on 7/20/22. The grates of the
facility were in good condition after being replaced recently. Two frogs were in the contact chamber during the time of the
inspection. The ORC indicated that some trash makes its way through to the contact chamber during high flows. He also
indicated it might be time to replace the filter media.
Lift Station 4 was inspected and while telemetry was operable, the high-water alarm was not. The ORC indicated that the lift
stations are checked weekly. It is recommended that additional detail regarding components inspected, maintenance
performed, and repairs needed be recorded on the inspection logs.
As a reminder, calibration of the irrigation equipment is required before the end of the permit cycle in 2025. Additionally, the
permittee should submit a minor modification request to correct the facility description if expansions to the treatment
system are not being considered. The Operations and Maintenance plan should be updated to reflect changes in ownership,
processes, and operation of the WWTP and a copy should be kept in the maintenance building on site.
