Subject: Compliance Evaluation Inspection
Single Family Wastewater Treatment System
Non -Discharge Permit # WQ0039211
Facility: 214 Tody Godwin Road SFR
Chatham County
Dear Thomas Colhoun,
On May 04, 2022, Curtis Tyree from the Raleigh Regional Office visited your single-family
residence (SFR) wastewater treatment system to evaluate compliance with the subject Non -
Discharge Permit WQ0039211. Miss Colhoun's assistance during the inspection was greatly
appreciated.
Our records indicate the treatment system consists of a 1,500 gallon precast septic tank with an
effluent filter; an 800 gallon Advantex Treatment Pod utilizing a 16.75 gallon per minute (GPM)
1/3 horsepower (hp) recirculation pump; a 3,500 gallon precast storage and pump tank equipped
with one 6 GPM ultraviolet (UV) disinfection unit and a 23.6 GPM %2 hp field dosing pump; 0.27
acres of 4,079 linear feet (LF) of drip irrigation line; and all associated piping, valves, controls,
and appurtenances.
Non -Discharge Permit WQ0039211 authorizes the continued operation up to 480 gallons per day
(gpd). The authorized irrigation is in accordance with the effluent limits and monitoring
requirements established within the non -discharge permit. The items below show what
conditions were noted at your facility:
Findings during the inspection were as follows:
1. Treatment system operation; The wastewater treatment system shall be
effectively maintained and operated at all times so there is no discharge to surface
waters, nor any contravention of groundwater or surface water standards. At the
time of this inspection, the facility appears to be effectively maintained. There
were no signs of runoff or ponding in the irrigation field. Mr. Calhoun

informed me that Jeff Vaughan from Agri -waste Technology Inc. inspects his
system two times per year and makes necessary repairs when required
2. Pumping the septic tank: You are required to inspect the septic tank at least
once a year to determine if solids must be removed or if other maintenance is
necessary. Septic tanks should be pumped out every five years or when the solids
level is found to be more than 1/3 of the liquid depth in the septic tank
compartment, whichever is greater. A pumping company can check the status
periodically and determine when pumping is required. The inspection report
from AWT stated that the sludge level in the septic tank was at 4" and did not
need to be pumped out at this time and that the effluent filter was clean.
3. UV disinfection: Your system uses an ultra -violet (UV) light system for
disinfection of the wastewater. A UV disinfection system provides effective
disinfection and prevents/limits harmful bacteria from entering the environment.
Unless the UV disinfection unit is monitored by telemetry, the unit shall be
checked weekly. The lamp(s) and quartz sleeve(s) shall be cleaned or replaced as
needed to insure proper disinfection of the wastewater. The inspection report
AWT noted that the UV bulb was replaced on 12/02/2021and is working
properly. Please check your UV system on a weekly basis to ensure proper
operation at all times.
4. Proper Operation and maintenance; The system shall be inspected monthly to
make certain of the proper operation of the drip lines, that the system is free of
leaks, that the vegetative growth allows a proper drip pattern, that the soil is
assimilating the disposed treated wastewater with no surface run off, and that no
objectional odors are being generated. Any visible signs of a malfunctioning
system shall be documented, and steps taken to correct the problem. On the day
of this inspection, the drip field appeared to be assimilating the waste and no
ponding/runoff was observed The pumps and audible/visual alarms were
working properly, and the system looked to be well maintained.
5. Rain or moisture sensors: The irrigation system shall be connected to a rain or
moisture sensor, which shall indicate when effluent application is not appropriate.
On the day of this inspection, the rain sensor was in place and in good working
order.
6. Field conditions: Public access to the irrigation sites and wastewater treatment
facilities shall be prohibited. Fencing shall be provided to prevent access to the
irrigation site. The irrigation field was well maintained, and no leaks or broken
lines were found The fencing was more than adequate, and the system was in
great shape.
Non -discharge Permit WQ0039211requires the permittee pay the annual fee within 30 days after
being billed by the division, and that the permittee must apply for a permit renewal 180 days

prior to the expiration of the permit. There are no overdue fees for the subject permit. The
division received the permit renewal application on June 24, 2022.
Please continue to periodically inspect the wastewater treatment facility in accordance with your
Operation and Maintenance agreement to ensure the treatment components are always
maintained and in good operating order. You are also reminded to maintain associated
maintenance records (permit required inspection log) onsite for a minimum of five years and
available for inspection.
If you have questions or comments about this inspection or the requirements to take corrective
action (if applicable), then please contact Curtis Tyree at 919-791-4239.
Sincerely,
Vanessa E. Manuel, Assistant Regional Supervisor
