Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: * In consultation with the United States Coast Guard (USCG), two minor Aids to Navigation (ATON) structures are proposed. The ATON structures will be monopile structures with an affixed white diamond/orange border dayboard stating "DANGER — Submerged Wreck". No access restrictions are currently imposed for the site boundaries or targets, except for a sequential series of lighted structures and beacons that identify the "Bombing Area", and no reported future changes in site use are currently anticipated. The range is defined in 33 CFR 334.410 and is identified as a danger zone on the NOAA nautical charts. The site is frequented by the public for recreational use and the area is a popular spot for local sport fishing. The site may have aquatic vegetation, such as Eurasian water milfoil and various aquatic grass species. Several species of fish and shellfish live within the Albemarle Sound including striped bass, blue back herring, spot, Atlantic croaker, anchovies, and blue crabs. 4b. The signs will be installed utilizing standard best practice methods, which include the use of vibratory hammers to the maximum practical extent possible.
