A copy of the Compliance Inspection Report is enclosed for your review. Mr. Richard Romero, Fleet Technician, was also present during the inspection and his time and assistance is greatly appreciated. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater General Permit NCG080000 under Certificate of Coverage NCG080741. Permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated as Joes Creek (Guinns Mill Pond), class C;Sw waters in the Lumber River Basin. As a result of the inspection, the facility was found to be compliant with the conditions of the NCGO80000 permit. Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection. Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty assessment of up to $25,000 per day for each violation. The SPPP appeared to contain all permit required components as well as documentation related to routine facility inspections, annual employee training, annual non-stormwater certification, and listing of significant spills (none). It is documented in the SPPP that less than 55 gallons of new motor oil and/or hydraulic oil is used per month for vehicle and equipment maintenance and there is no oil/water separator, which means that Analytical Monitoring of stormwater discharges is not required. Records of Qualitative Monitoring for the facility's single stormwater outfall have been completed per the monitoring frequency of the previous (semi-annual) and current (quarterly) NCG080000 permit period. After the records review, observations were made of overall site conditions and the stormwater outfall area.
