Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: Existing rights of way and project footprint occurs along various NCDOT and Town of Cary roadways with a defined curb and gutter and vegetated strip cross - section which as been rough graded for future sidewalk connections. The roads where sidewalk is to be placed have a defined shoulder section or clear zone (clearing limits) behind existing curb and gutter or paved shoulder areas and accommodate sidewalk placement with minimal grading. The areas are primarily developed and are suburban residential or suburban commercial. 3b. Explain the purpose of the proposed project: To provide a walking trail (sidewalk connection) to connect to existing walking trails and sidewalks located with the Town limits. 3f. Describe the overall project in detail, including the type of equipment to be used: The project will require minimal grading for new sidewalk connections. Erosion control measures will be in place prior to land disturbing and maintained until a final ground coverage is achieved that will restrain erosion. Sidewalk will be standard concrete sidewalk 5 foot in width. Traditional small to moderate sized mechanized equipment will be used within the footprint. Impact Justification and Mitigation 1. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. All sidewalks /walking trails will be installed within the existing transportation facility limits and existing public rights of way. Pruning of existing vegetation is anticipated within riparian buffer areas including small brush and tree trimming necessary for vertical pedestrian clearance. Erosion control measures will be implemented prior to clearing and grubbing and will be maintained until final grading and site restoration is completed with a ground cover sufficient to restrain erosion and turbidity. The sidewalk /walking trails will be designed, constructed and maintained to maximize nutrient removal with sidewalks being sloped towards a vegetated strip to diffuse flow in buffer areas and adjacent to buffer areas. The project will also be designed, constructed and maintained to minimize adverse effects on aquatic life and habitat and protect water quality to the maximum extent practical in all riparian buffer areas and those areas external to riparian buffers encountered on the project. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Erosion control measures will be implemented prior to clearing and grubbing and will be maintained until final grading and site restoration is completed with a ground cover sufficient to restrain erosion and turbidity. Pruning of small woody vegetation will occur. Site access will occur from the existing roadway areas and the roadways will be kept clean during all construction periods to minimize turbidity and siltation within buffer areas. 2.
