Similar to what is happening on the other side of the road at site seven (east side of pipe inlet), a considerable amount of water is coming down the ditch, especially when you get 3 inches in the amount of time experienced las Sunday, and the water is overwhelming the EC measures adjacent the east side of the pipe outlet. Riprap may be needed for some distance along the bottom of the ditch where the ditch grade is the steepest to slow the water down and to protect against scour. Where the riprap is needed, it is likely that vegetation will never be established in the ditch bottom. Water was still flowing down the ditch yesterday morning from Sunday’s rain event. The impacted area is similar in nature and size to what you reviewed during last week’s site visit, I am thinking around 400 ft² but was difficult to access with the area still flooded. I stopped Thalle’s crew yesterday from doing any more sediment removal until the water goes down, I did not want them to dig a hole. Another possible contributing factor to the EC measures failing in this location was the water discharging onto the riprap scour pad then flowing 90° to the east and following a channel in the wetlands adjacent the upland/wetland interface. Once the water recedes Thalle has been directed to make the repairs to the silt fence and special secondary fence outlet and complete the sediment removal. They will also have the surveyor re-establish the wetland line and repair the highly visible fence in this area to make impact assessments easier on our next site visit. Once this is complete I will send pictures or we can meet onsite. Steve J. Thalle has started the cleanup with equipment and shovels. Steve Trowel and Caz are on site and suggested that Thalle hold off on anymore cleanup until the water goes down so they won’t dig to deep.
