Reference: Neuse Buffer Authorization - Green Elementary School Raleigh, NC
Stantec staff performed a jurisdictional waters delineation on November 6, 2013 at Green
Elementary School in Raleigh, NC. The field delineation determined there to be one perennial
stream along the southern property boundary. This unnamed tributary to Mine Creek is depicted
on the Wake County Soil Survey and is therefore subject to the Neuse Buffer Rules.
The entire existing school and site improvements will be removed and a new elementary school
facility, parking and other site improvements will be constructed. The rebuild of the school will
improve many safety and functionality features that could not be retrofitted within the current
school facility.
The school site will require the disturbance of approximately 1 1.8 acres and result in an increase of
impervious areas from 3.62 acres to 5.63 acres. A wet detention basin is planned to meet
stormwater requirements for the site. The stormwater plan is being reviewed by the City of Raleigh.
Due to space limitations, the out fall from the detention basin will not be able to achieve diffuse
flow before entering the buffer. The detention basin will be performing nitrogen and TSS removal
as well as attenuating peak discharge before discharging to the onsite stream. Outfall protection
will also be provided.
The riparian buffer will be impacted due to construction and continued maintenance of the
outfall and associated pipe. A 20' width corridor will be permanently maintained and is
considered a permanent buffer impact. A 4' construction access to the west of the permanent
corridor will be replanted and is considered a temporary buffer impact. The area within the
sanitary sewer easement is considered a temporary impact as well since it is already under a
vegetation maintenance plan with the City of Raleigh.
