Facility Description. Rockingham Combustion Turbine Station dispatches backup and peaking power
in support of the regular Duke Energy system. The station consists of five (5) simple -cycle gas turbine
generators designed to produce about 180 megawatts each, for a total possible 900 MGW. Wastewater
treatment begins with an oil/water separator (OWS) followed by a coalescing filter (11,600-gallon
capacity). Principal fuel consumption includes natural gas and #2 diesel.
Renewal Approach. This facility is not coal-fired, but natural-gas fired with self-contained backup
storage of #2 diesel. In deference to Federal categorical 40 CFR 423, North Carolina has never
considered this facility a "major" industry, but permitted it as a "minor" industrial discharger. Treated
wastewater and stormwater drain to a single outfall (001) requiring compliance monitoring. No
changes recommended, except as follows.
When operating, the facility discharges a very low volume of water, typically less than 0.011 MGD.
Toxicity: The Permittee passed all annual Whole Effluent Toxicity (WET) tests since 2018, please see
attached.
